information in order to establish uniform procedure for all activities of the bureau was well under way when the subdivision was transferred. By General Order No. 246, dated Janaury 17, 1924, the inspection division became part of the control service, acting through the assistant director in charge of control service. At this time, the division was reorganized into general inspectors subdivision, review subdivision, cooperation subdivision, and executive office. The general inspectors subdivision conducted inspections and investigations. The review subdivision made a thorough review of inspection and investigation reports and conducted all correspondence pertaining to the cases reviewed. The cooperation subdivision maintained. liaison with ex-service men's organizations and other welfare agencies in central office and district offices. In February, 1924, the information and cooperation division was established and the cooperation subdivision was made a part of this new division.

On April 1, 1924, the inspection service was reorganized into four control areas divided as follows:

Control area A.-Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, West Virginia, District of Columbia, North Carolina, South Carolina.

Control area B.-Ohio, Indiana, Kentucky, Illinois, Michigan, Wisconsin, Iowa, Missouri, Nebraska, Kansas, Minnesota, North Dakota, South Dakota.

Control area C.-Tennessee, Georgia, Florida, Alabama, Mississippi, Louisiana, Arkansas, Oklahoma, Texas.

Control area D.-Montana, Wyoming, Colorado, New Mexico, Idaho, Utah, Arizona, Nevada, Washington, Oregon, California.

On May 8, 1924, the guardianship subdivision was established in the inspection division. In consonance with these changes, the organization of the inspection division on June 30, 1924, consisted of the executive office, control areas A, B, C, and D subdivisions, the guardianship subdivision, and control officers and area investigators.

THE EXECUTIVE OFFICE

The executive office devises plans and prepares instructions for carrying on the work of the inspection division, maintains the necessary records, maps, and charts relative to the location of control officers and area investigators, the cost of inspections and investigations of the facilities inspected and investigated, and the records of individual cases of investigation.

CONTROL OFFICERS

Control officers are assigned to each of the control areas and operate from control area headquarters, but report to and are directly responsible to the chief of the inspection division. The functions of the control officers are to make personal contact with every field station of the bureau within their respective areas, and to ascertain the facts as to whether field stations are functioning according to bureau regulations and procedure. They are to bring to the attention of the chief of the inspection division indications of inefficiency, irregularities, noncompliance with established administrative and technical procedures,
