ADJUSTED COMPENSATION DIVISION

Public No. 120 (H. R. 7959), an act to provide adjusted compensation for veterans of the World War and for other purposes, was enacted into a law by the Senate on May 19, 1924. By the provisions of this act the United States Veterans' Bureau, upon receipt from the War and Navy Departments of the application by a veteran or his dependent, and a certificate setting forth certain items of service record and the amount of adjusted service credit due, shall proceed to extend to the veterans the benefits provided.

The sixty-eighth Congress adjourned sine die without appropriating funds necessary for administering the act. They were, however, made available by presidential instruction on June 13, 1924.

For the purpose of administering this act there was established in the bureau on May 22, 1924, the adjusted compensation division. A tentative chart of organization was approved June 1, 1924. This chart provided for an executive office, and the computing and authorizing, certificate, finance, and service subdivisions; with duties as indicated in chart. By the end of the year there had been appointed executive and supervisory personnel. A loan subdivision will be organized by January 1, 1927, two years after date of the first certificates. Necessary clerical personnel for the handling of correspondence and clerical work incident to perfecting the organization was also appointed.

It was first necessary to secure interpretation of certain sections of the act, and after discussions with the Army, Navy, and Treasury Departments a common ground was reached. Considerable time and thought had to be given to the preparation of the adjusted service certificate, the table for computing adjusted service credit, the factor table to determine the amount of paid-up 20-year endowment insurance purchased by the adjusted service credit, the loanbasis table for a certificate of $1, the digest of the act in pamphlet form, and the forms necessary in making disbursements and the proper recording of the activities of the various subdivisions, and these were in readiness to meet the load of applications to be received from the War and Navy Departments.

In an acitivity of so great an extent as that of administering the adjusted compensation act there is involved the great problem of the housing of personnel, the filing of the several million applications and certificates from the War and Navy Departments, and the securing of necessary equipment. These matters formed the initial problems of the division and were so adjusted by the end of the fiscal year that the division was completely organized and ready to function just as soon as applications and certificates were to be received from the War and Navy Departments. It is the intent of this division to so adjudicate its claims for adjusted compensation that all certificates will be issued and payments made in accordance with the minimum time limitations set forth by the act.

CONTROL SERVICE

The control service was established by general order dated Januar 17, 1924, as a fact-finding service, and was initially responsible for a statistical and costs activities and for the conducting of all inspection and investigations. These initial functions were subsequently en larged; first, through the establishment in central office of the information and cooperation division and in May by the establish ment of the guardianship subdivision of the inspection division, the former division providing a point of contact to expedite the business of persons unfamiliar with the bureau's operation, cooperating with all ex-service men in the presentation of their claims, and coordinating the service of veterans' and philanthropic organizations with the bureau's work, and the latter subdivision providing a control over all activities pertaining to the care and protection of minors and mental incompetents who are entitled to benefits under the provisions of

the law.

The divisions comprising the control service are the inspection division, the statistics and costs division, and the information and cooperation division, and their functions and duties are as hereinafter described.

INSPECTION DIVISION

By Public No. 47 (67th Cong.) approved August 9, 1921, the Director of the United States Veterans' Bureau was directed to maintain an inspection service in order to standardize the character of examination, medical care, treatment, hospitalization, dispensary, and convalescent care, nursing, vocational training, and such other services as may be necessary for beneficiaries under the act, and for this purpose the inspection service is authorized under said act to examine all facilities and services utilized in carrying out the purposes of the act.

Prior to the establishment of the inspection division by General Order No. 169, dated April 23, 1923, inspections and investigations of United States Veterans' Bureau activities were conducted by personnel from the medical division and legal division, together with personnel from other divisions who conducted investigations requiring knowledge in which they were especially qualified.

The inspection division was established April 23, 1923, with an assistant director as head of the service. The organization in central office at that time consisted of the executive office, the inspection and investigation subdivision, cooperation subdivision, and coordination subdivision. The coordination subdivision was transferred in October, 1923, to the planning statistics and budget division, subsequently, to be a part of the policy and procedure division, of the planning service. During the time the coordination subdivision was a unit of the inspection division, considerable data pertaining to procedure was obtained from the district and subdistrict offices and the several divisions of central office.
