PRICE REGULATION OF COAL AND OTHER COMMODITIES.

MONDAY, JULY 16, 1917.

UNITED STATES SENATE, COMMITTEE ON INTERSTATE COMMERCE.

The committee met pursuant to call at 10 o'clock a. m. at room 326, Senate Office Building, Hon. Francis G. Newlands presiding. Present: Senators Newlands (chairman), Pomerene, Cummins, La Follette, Townsend, Poindexter, and Watson..

The committee resumed consideration of the bill (S. 2354) and S. J. Res. 77.

Senator WATSON. Mr. Chairman, Gov. Goodrich, of Indiana, is present this morning and desires to submit some views to the committee.

STATEMENT OF GOV. JAMES P. GOODRICH, OF INDIANA.

The CHAIRMAN. Governor, the committee will be glad to hear you. Gov. Goodrich, the committee has had under consideration the question of coal distribution and the fixing of the prices of coal under certain legislation pending in the Senate. The committee understands that you have made a very considerable investigation of this subject, particularly as affecting Indiana, and we will be glad to have the benefit of any information that you wish to present.

Gov. GOODRICH. Do you wish me to proceed and state the situation as we found it upon investigations which we made in that State? Do you desire me to state the result of that investigation?

The CHAIRMAN. I think that would be best. Just give us the benefit of your own information in your own way.

Senator LA FOLLETTE. You are the present governor of the State of Indiana?

Gov. GOODRICH. Yes, sir.

Senator LA FOLLETTE. And in your official capacity you began an investigation of the coal situation generally in your State, did you? Gov. GOODRICH. Yes, sir.

Senator LA FOLLETTE. May I ask, Are you, Governor, well acquainted with the coal business as a business?

Gov. GOODRICH. I am.

Senator LA FOLLETTE. You have had some experience in that business, then, as an owner or operator of a coal mine?

Gov. GOODRICH, Yes; I owned a small interest and was president of the Calora Coal Co. for five years an Indiana corporation. I sold my interest and resigned January 1, 1917.

Senator LA FOLLETTE. Have you also had some practical experience in the transportation line?
