Reports of Committees

Mr. Murchie from the Committee on Salaries and Fees on Bill. "An Act amending Section 19, Chapter 275 of the Special Laws of 1863 entitled 'An Act to confer certain powers on the city of Portland providing for salary for City Council,' reported that the same be referred to the Portland Delegation.

Report was read and accepted and sent up for concurrence.

Mr. Hussey from the Committee on Legal Affairs reported "ought not to pass" on Bill, "An Act to amend Chapter 118, Section 8, relating to fees or jurors."

Tabled by Mr. Rounds of Portland, pending acceptance of report.

Mr. Weeks from the same Committee reported "ought to pass" on Bill "An Act to amend the charter of the Kennebec Log Driving Company, as amended by Chapter 402 of the Private and Special Laws of 1885, and by Chapter 13 of the Private and Special Laws of 1917."

Same gentleman from same Committee reported same on Bill "An Act to amend Chapter 171 of the Private and Special Laws of 1879, entitled 'An Act amendatory to an amended Act incorporating the Kennebec Log Driving Company,' approved March 5, 1869, as amended by Chapter 14 of the Private and Special Laws of 1917."

Same gentleman from same Committee on Bill "An Act to authorize the sale of the property and assets of the Moose River Log Driving Company and to provide for the dissolution of said corporation," reported that the same "ought to pass in new draft under same title."

Mr. Hinckley of South Portland presented the following order, and moved its passage:

Whereas, conditions exist that are seriously hindering the improvement of our farms and impairing to marked degree the production thereof; And whereas, agriculture is the very backbone of our State, and its development of vital importance to all our people;

And whereas, a continuance of the present condition would mean abandonment of many more of our farms and a large curtailment in production of farm products;

Therefore, be it ordered, the Senate concurring, that a joint committee of five on the part of the House and such members as the Senate may wish to name be appointed to investigate the agricultural situation in our State, holding such hearings as they deem best, with a view of remedying the serious condition now existing and reporting to this Legislature by bill, or otherwise, such recommendations as in their judgment are proper.

On motion by Mr. Small of Brewer, tabled pending motion to pass.

On motion by Mr. Winter of Auburn, it was

Ordered, that the use of the hall of the House of Representatives be granted to a committee of citizens interested in municipal zoning for a public meeting to be addressed by one or more members of the New York consultants.

On motion by Mr. Clarke of Stonington, it was

Ordered, that the committee on Judiciary return to the House, bill "An Act to amend Chapter 50 of the Revised Statutes, as amended by Section 9 of Chapter 238 of the Public Laws of 1919, relating to Workmen's Compensation.

On motion by Mr. Spear of Rockport, it was

Ordered that 500 copies of the Governor's message be printed for the use of the House.

Orders of the Day

The SPEAKER: Several matters of important business are now upon the Speaker's table, and because of conditions in the executive branch of the government it is well that for a little time the most of them remain there. Among the matters that are upon the table is the report of the committee on budget, tabled January 11, on motion by the gentleman from Belfast (Mr. Buzzell). pending reference to a committee. The printing order has been complied with. The Chair recognizes the gentleman from Belfast (Mr. Buzzell).

On motion by Mr. Buzzell of Belfast, the report of the committee on budget was taken from the table; and on further motion by the same gentleman it was referred to the committee on appropriations and fairs.

On motion by Mr. Rounds of Portland, the it was voted to take from table the order to investigate the fuel situation, and that gentleman offered House amendment A as follows, and moved its adoption:

House Amendment A.

House order relative to the fuel situation is hereby amended by adding after the word "fuel" wherever said word occurs, the words, "and ice."

Amendment A was then adopted. Thereupon Mr. Hinckley of South Portland presented Amendment B to the order, and moved its adoption: Amendment B.

The order providing for investigation of fuel, etc., is hereby amended by striking out the word "including" in the fourteenth line thereof, and inserting in place thereof, the word 'except,' and by adding thereto the following: "The Attorney General shall give such legal assistance to the committee as may be required by the committee."

Amendment B as suggested to this phrase would read: "Administer oaths to witnesses, punish for contempt, and employ all necessary assistance except counsel." and Amendment B would further provide by an addition to the order that the Attorney General shall give such legal assistance to the committee as may be required by the committee. Is the House ready for the question? The gentleman from South Portland (Mr. Hinckley) moves that the order relative to the fuel situation, as amended by House Amendment A be further amended by House Amendment B, as read. Is it the pleasure of the House that this Amendment be adopted?

Thereupon Amendment B was adopted.

On motion by Mr. Murray of Portland, the order, as amended by House Amendment A and House Amendment B, was tabled for printing and copies ordered printed.

On motion by Mr. Murchie of Calais, it was voted to take from the table the Memorial to Congress, rela

tive to the Federal Water Power Act.

Mr. MURCHIE: Mr. Speaker, I move that the resolution be given its first reading.

Mr. MAHER of Augusta: Mr. Speaker, I would ask for information whether this Memorial has been printed.

The SPEAKER: The Chair will state for the information of the members of the House that it was introduced in the Senate on the 18th day of January under suspension of the rules, there read twice and passed to be engrossed.

Mr. MAHER: May I ask again for information, is it a joint resolution or is it a resolve?

The SPEAKER: It is a resolve. Mr. MAHER: Requiring the signature of the Governor?

The SPEAKER: The Chair so understands.

On motion by Mr. Maher of Augusta, the Memorial was tabled for printing, and 500 copies ordered printed.
