Mr. Garcelon from the Committee on Military Affairs, on An Act to amend Section 2 and 3 of Chapter 264 of the Public Laws of 1919, extending the provisions for applicants for the Soldiers' Bonus (Senate Doc. No. 32), reported that the same ought to pass.

The same senator from the same committee, An Act to amend Section 9 of Chapter 29 of the Revised Statutes, as amended by Chapter 202 of the Public Laws of 1917, prohibof iting the treatment Army and Navy Veterans as paupers (Senate Doc. No. 3), reported the same in a new draft under the title of "An Act to amend Section 9 of Chapter 29 of the Revised Statutes, as amended by Chapter 202 of the Public Laws of 1917, prohibiting the treatment of World War Veterans as Paupers," and that it ought to pass.

The same senator from the same committee, on An Act to amend Section 10 of Chapter 128 of the Revised Statutes relating to the unauthorized use of insignia of war veterans (Senate Doc. No. 2) reported the same in a new draft under the same title, and that it ought to pass.

The reports were accepted and the bills tabled for printing under the joint rules.

(Emergency Measure)

An Act to legalize and make valid the proceedings of the town meeting of the town of Manchester,

in the County of Kennebec, held on the seventh day of March, 1921.

This bill carrying the emergency clause required the two-thirds vote of the Senate on its passage. Twenty-four senators voting in the affirmative and none in the negative the bill was passed to be enacted. (Emergency Measure)

This bill carrying the emergency clause required the two-thirds vote of the members of the Senate on its passage. Twenty-four senators voting in the affirmative and none in the negative the bill was passed to be enacted.

The PRESIDENT: In compliance with the order of yesterday, the governor has returned the resolve authorizing Michael Burns to bring a suit at law against the State of Maine, and An Act to legalize and make valid the annual municipal election held in the City of Bangor on March 14, 1921.

On motion by Mr. Clark of Lincoln, the bills were tabled.

Orders of the Day

Mr. GILLIN of Penobscot: Mr. President and Honorable Members of the Senate: I trust that the President and the Senators will pardon me for being dilatory, as I wish to make a motion that the rules be suspended and I be allowed to introduce a bill out of order, the reason being that it was an oversight in not getting it in. It simply applies to a town having a right to establish a fire department and a water department. If the Senate will allow it to be introduced out of order they will confer a great favor, An Act to incorporate the Howland Village Corporation.

The motion was agreed to by a viva voce vote, the bill was received under suspension of the rules, and on further motion by the same senator the bill was referred to the committee on judiciary.

Mr. SPRAGUE of Piscataquis: Mr.

President. I move to reconsider the vote by which we passed the order of Senator Garcelon calling for the return of the list of resolves. I simply want to have it lie on the table long enough to confer with Senator Garcelon regarding it.

The PRESIDENT: The Chair will state that the order having been passed the resolves have now been returned. Will it accomplish the purpose of the Senator from Piscataquis by laying the entire matter now upon the table?

Mr. SPRAGUE: Yes, Mr. President.

The PRESIDENT: The Chair will then announce that the papers called for in the order of the senator from Androscoggin, Senator Garcelon, having been returned from the engrossing department, the senator from Piscataquis, Senator Sprague, now moves that all of these matters lie upon the table.

The motion was agreed to.

Mr. THOMBS of Penobscot: Mr. President, I move that we take from the table an Act to fix salaries of justices of the Superior Courts, tabled by me on March 16th.
