Home for Aged Couples and Old Men, in consolidating the homes for the aged maintained by them severally, reported same ought to pass.

Mr. Folsom from the Committee on Salaries and Fees, on An Act to amend Section five of Chapter 117 of the Revised Statutes, as amended by Chapter 170 of the Public Laws of 1917, relating to salaries of the Justices of the Supreme Judicial Court, reported the same in a new draft under the same title, and that the same ought to pass.

The reports were accepted and the bills tabled for printing under the joint rules.

Orders of the Day Mr. FARRINGTON of Kennebec: Mr. President, I move that the Senate reconsider the vote whereby it passed in concurrence the order directing the committee on insane hospitals to investigate the escape of Peter Valis from the State hospital for the sane at Augusta, on July 22, 1920. The President pro tempore read the order.

From the Senate: An act to consolidate the Library Laws, which was referred to the committee on Library. and the joint special committee provided by the order relative to reorganization and consolidation of State departments on February 8.

Came from the Senate referred to the committees on Library and Salar'ies and Fecs jointly.

In the House, on motion by Mr. Winter of Auburn, the House voted to recede from its former action and to concur with the Senate in referring the bill to the committees on, Library and Salaries and Fees.

Mr. Winter of Auburn presented the following order:

Ordered, the Senate concurring that a joint special committee consisting of the Speaker of the House, ex-officio, and three members on the part of the House to be named by the Speaker, and the President of the Senate, ex-officio, and two members upon the part of the Senate to be named by the President of the Senate, be appointed to formulate a comprehensive plan for the codification and grouping of the various enactments creating and governing the

State administrative and executive departments; and be it further

Ordered, that it is the sense of this Legislature that a reorganization and consolidation of the several state departments, commissions, boards and bureaus, is possible and desirable at this time; and be it further

Ordered, that such committee shall proceed with diligence to inquire into the whole proposition and report from time to time to the present Legislature for further instructions, suggestions, or action, and be it further

Ordered, that such committee consider carefully the urgent need of a fixed policy insuring to all of the people of our state the largest possible measure of efficient service consistent with the absolute necessity of the most rigid and practical economy; and be it further.

Ordered, that such committee shall investigate all existing legislative enactments relating to the expenditure of money by the various departments of the State, and collate such expenditures over a period of years, and be it further

Ordered, that State employees shall furnish all information required by this committee, and be it further

Ordered, that this committee shall continue and make a final report to the Eighty-first Legislature not later than the second week of the session that through the recess the Governor and Council may call upon the committee for report and recommendations. And it is further

Ordered, that said committee shall have authority to employ all necessary clerical assistance, and shall publish their report and recommendations.

All expenses pertaining to investigations by this committee shall be paid by the Governor and Council out of the contingent fund of the State.
