Members of the Permanent Committee are appointed for an 8-year term of office by the President of the United States. Other than general biographic information, we maintain no files on these members. The official affidavit of office for members of the Committee is filed with the Presidential Commissions Office at the Department of State.

DEAR MR. KASS: The enclosed questionnaire on the National Review Board for the Center for Cultural and Technical Interchange Between East and West is in reply to Senator Long's letter regarding the study of the Senate Subcommittee on Administrative Practice and Procedure.

The National Review Board for the East-West Center is an 11member group appointed by, and advisory to, the Secretary of State to represent the national interest in reviewing the programs and operations of the Center. The Board was established under authority of the Mutual Security Act of 1960 (Public Law 86-472) and the U.S. Information and Educational Exchange Act of 1948, as amended (Public Law 402). The National Review Board does not maintain files on any individuals. The members of the board are considered special Government employees of the Department of State and, therefore, their files are available through the Civil Service Commission. If we can be of further assistance, please let us know.

DEAR SENATOR LONG We have received your recent letter and questionnaire concerning information which various Government agencies maintain on individuals.

The President's Committee on Equal Opportunity in Housing has no such files, other than copies of information forwarded to us from various Federal housing agencies concerning complaints filed and processed under Executive Order 11063. I assume that information on such data, if it is pertinent to your study, would be provided in the responses of those agencies.

Records on Committee personnel and consultants are maintained by the General Services Administration.

If, on the other hand, you want us also to furnish such an inventory we will be happy to comply.

DEAR MR. KASS: We have received an inquiry from Senator Edward V. Long, chairman of the Subcommittee on Administrative Practice and Procedure, regarding your study of information which Government agencies currently maintain on individuals.

The President's Committee on Manpower was established by Executive Order No. 11152, in April 1964, and we do not in the course of our work keep any records which include information pertaining to individuals.

EXECUTIVE ORDER 11152-ESTABLISHING THE PRESIDENT'S COMMITTEE ON

MANPOWER

Whereas various Federal programs and activities have a significant impact on the demand, supply, development, and utilization of manpower for the Nation; and

Whereas sound public policy requires an assessment of present and anticipated manpower resources and requirements of the Nation, including the direct and indirect impact of Federal policies, programs, and activities, and their interrelationship with other sectors of the economy; and

Whereas the Manpower Development and Training Act of 1962, as amended (42 U.S.C. 2571 et seq.), requires the Federal Government to appraise the manpower requirements and resources of the Nation, and directs the President to report to the Congress each year on manpower requirements, resources, use, and training; and

Whereas the provisions of Title I of that Act require the Secretary of Labor to report and make recommendations to the President on manpower requirements, resources, use, and training:

Now, therefore, by virtue of the authority vested in me as President of the United States, it is ordered as follows:

Section 1. Establishment of the Committee. (a) There is hereby established a President's Committee on Manpower (hereinafter referred to as the "Committee”). (b) The Committee shall be composed of the Secretary of Labor, who shall be the Chairman, the Secretary of Defense, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Commerce, the Secretary of Health, Education, and Welfare, the Chairman of the Atomic Energy Commission, the Director of the National Science Foundation, the Administrator of the National Aeronautics and Space Administration, the Chairman of the Civil Service Commission, the Director of Selective Service, and such other heads of Federal agencies as the President may designate.

(c) The Chairman may invite the head of any other Federal agency to participate in meetings of the Committee when matters of substantial interest to such agency head are to be considered by the Committee.
