DEAR SENATOR LONG: Your letter of August 11, 1966, requests that we detail the type of information kept by the Federal Field Committee for Development Planning in Alaska on individuals.

The Federal Field Committee is an interagency organization designed to cooperate with the State of Alaska in the development of long-range economic plans and programs. In this work the Committee has had no occasion to compile records of any kind on individuals, and there does not appear to be any aspect of our work which would require such records in the future.

Accordingly, we are unable to provide any detailed information of the kind requested in your questionnaire other than to state that we have no records on individuals of the type under study by the Senate Subcommittee on Administrative Practice and Procedure.

DEAR SENATOR LONG: In our discussions with Mr. Kass' office it was decided that it would not be necessary for the Federal Radiation Council to fill in the questionnaire which you enclosed with your August 11 letter.

For your information, the Federal Radiation Council has four full time and, at the present time, five w.a.e. employees on its payroll. Through a continuing agreement the General Services Administration provides administrative support for the FRC. This includes the processing of applications and other personnel services; therefore, the official personnel file on FRC employees is maintained by the GSA Division of Personnel.

Since we keep no information, except mailing lists, concerning other identifiable individuals in our files and since the instruction sheet for the questionnaire states that information concerning employees of this office will be obtained from the Civil Service Commission and need not be listed, I am therefore returning the questionnaire.

DEAR SENATOR LONG: This is to acknowledge receipt of your letter of August 11, 1966, concerning the records maintained on individuals. by various government agencies.

The Federal Safety Council, established by Executive Order 10990, concerns itself with the promotion of safety programs in government agencies. Its contacts are principally with organizations such as Federal agencies, private technical associations, and Federal employee unions. It keeps no records on individuals, whether from the private or government sector of its operation.

The purpose of the Interagency Committee on International Athletics is described in the enclosed Executive Order 11117 of August 13, 1963. Our Committee does not maintain background information on its representatives, except for their titles and addresses. We will furnish you with a current list of members if this information would be useful to your Subcommittee on Administrative Practice and Procedure.

TITLE 3-THE PRESIDENT

EXECUTIVE ORDER 11117-ESTABLISHING AN INTERAGENCY COMMITTEE ON INTERNATIONAL ATHLETICS

Whereas it is vital that the United States be constantly informed concerning all events, activities, and conditions that might have a potential effect upon the foreign relations of this Nation and the well-being of its people; and

Whereas international amateur athletic competitions and related activities conducted by private individuals and organizations free from government sponsorship, interference, or control frequently make significant contributions to international good will and elevate standards of physical welfare throughout the world; and

Whereas these activities merit sympathetic attention and encouragement by the United States; and

Whereas it would be advantageous for the Department of State to have the advice and assistance of other departments and agencies in discharging its responsibilities in this regard:

Now, therefore, by virtue of the authority vested in me as President of the United States, it is hereby ordered as follows:

Section 1(a). There is hereby established the Interagency Committee on International Athletics. The Committee shall collect, exchange, and review information concerning amateur athletic matters that might tend to affect the foreign relations or general welfare of the United States. The Committee shall be composed of representatives to be designated by the Secretary of State, the Attorney General, the Secretary of Health, Education, and Welfare (in his capacity as Chairman of the President's Council on Physical Fitness), and the heads of such other departments and agencies as the President may from time to time designate, or as may be invited to participate in the activities of the Committee upon its request. The head of each department or agency represented on the Committee shall designate
