DEAR SENATOR LONG: With regard to your August 11 letter and the accompanying questionnaire, this Office maintains no information on individuals other than that normally contained in position applications and personnel files. As required by Executive Order 11222, the Office does of course retain statements, filed by its professional employees and consultants, of information which might have a bearing on conflict-of-interest matters. All personnel information is regarded as confidential, in keeping with sound general practice.

This Office is administratively responsible for the President's Science Advisory Committee and the Federal Council for Science and Technology, so that this response applies to those two organizations as well as to the Office of Science and Technology.

Please let me know if you require any further information.

DEAR SENATOR LONG: In Governor Herter's absence, let me thank you for your letter of August 11, 1966, in which you ask that we fill out a questionnaire concerning the type of information we keep with respect to individuals.

First, I note from the instructions relating to the questionnaire that information concerning employees of this Office will be obtained from the Civil Service Commission and need not be listed.

Second, we keep no information concerning identifiable individuals other than mailing lists, which consist solely of names and addresses. On the basis of a conversation between Mr. Kass of your committee and our general counsel, I understand that such mailing lists fall outside the scope of the questionnaire.

Accordingly, there appears to be no need to fill out the questionnaire, which I am returning to you herewith.

If we can be of any further assistance, please let us know.

DEAR SENATOR LONG: Please refer to your letter of August 11, 1966, enclosing the questionnaire prepared by your Subcommittee on Administrative Practice and Procedure, for use in its study of the amount, nature, and use of information which Government agencies currently maintain concerning individual American citizens, and of the degree of privacy maintained with respect to such information.

The National Security Council does not maintain records containing information on individual American citizens, other than information which is obtained with respect to the Council's own staff employees, as such, in pursuance of rules and regulations of the Civil Service Commission and provisions of Executive Orders Nos. 10450 and 10501, as amended. Inasmuch as the instructions accompanying the subcommittee's questionnaire indicate that records in this employee-related category are not to be included in response to the questionnaire, and since this office maintains no other kind of information records with respect to individuals, the completed questionnaire is not being forwarded herewith.

If this office can be of further assistance to the subcommittee and you regarding the subject matter of your inquiry, I will be glad to receive any additional inquiries you may wish to make.
