DEAR SENATOR LONG: In reply to your letter of August 11, 1966, the Bureau of the Budget has no information or records on individuals except records for employees, former employees, and applicants for positions in the Bureau.

The information requested on applicants for positions is shown on the attached sheets in the prescribed format. We understand you will get information for your questionnaire on the extent of records on employees and former employees from the Civil Service Commission. We hope this information will be of assistance to you.

LETTER FROM DIRECTOR OF THE CENTRAL INTELLIGENCE

MY DEAR MR. CHAIRMAN: This is in response to your letter of August 11, 1966, requesting information on the amount, nature, and use of information which Government agencies currently maintain on individual American citizens. We note the instruction forwarded with the letter excludes from coverage information which is compiled with regard to Agency employees.

This Agency has no responsibilities which require the gathering or retention of information on "individual Americans." To the contrary, section 102(d) of the National Security Act of 1947, as amended, 50 U.S.C. 401(d) provides, in part, "that the Agency shall have no police, subpena, law-enforcement powers, or internal-security functions." It is our repsonsibility to correlate and evaluate intelligence relating to the national security, and provide for the appropriate dissemination of such intelligence within the Government.

Such information as is gathered or received within the Agency concerning individual Americans relates to the security procedures and processing of our employees and other persons involved in the conduct of Agency business. The information and files concerning these persons are segregated from other files and are maintained on a classified basis with release only to those offices or persons having a reason or demonstrated official need for the information.

In keeping with the foregoing, this letter is to advise you that the Central Intelligence Agency maintains no records for inclusion in the committee inventory of information on individuals.

In the interest of insuring that this report is responsive to the committee's needs, it has been reviewed with Mr. Benny L. Kass, assistant counsel of the subcommittee. If I may be of further assistance, will you please advise.
