BRIDGE ACROSS THE MISSISSIPPI RIVER AT ST. LOUIS, MO.

REPORT

[To accompany S. 1855]

The Committee on Commerce, to whom was referred the bill (S. 1855) to revive and reenact the act entitled "An act authorizing H. C. Brenner Realty & Finance Corporation, it successors and assigns, to construct, maintain, and operate a bridge across the Mississippi River at or near a point between Cherokee and Osage Streets, St. Louis, Mo.", approved February 13, 1931, having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Department of War as will appear by the annexed communication.

DEAR SENATOR: Receipt is acknowledged of your letter of February 19, transmitting a copy of a bill (S. 1855) with request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the Department might deem appropriate.

This bill would revive and reenact the act approved February 13, 1931, which authorized the H. C. Brenner Realty & Finance Corporation, its successors and assigns, to construct, maintain, and operate a toll bridge and approaches thereto across the Mississippi River at or near a point between Cherokee and Osage Streets, St. Louis, Mo.

When the original bill to authorize the construction of this bridge was pending, this Department submitted adverse reports thereon, stating that if an additional bridge across the Mississippi River at this point was needed a publicly owned bridge could be constructed and financed from the tolls and be made free in a much shorter time than would be possible under any plan for a private toll bridge.

It still is the view of the Department that a private toll bridge should not be constructed at this point, for which reason it recommends against enactment of the pending bill.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 1855, 74th Cong., 1st sess.) to revive and reenact the act entitled "An Act authorizing H. C. Brenner Realty and Finance Corporation, its successors and assigns, to construct, maintain, and operate a bridge across the Mississippi River at or near a point between Cherokee and Osage Streets, Saint Louis, Missouri", approved February 13, 1931. The Committee on Commerce, to whom was referred the bill (S. 1987) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Farnam Street, Omaha, Nebr. having considered the same, report favorably thereon, and recommend that the bill do pass without amendment. The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed communications.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 1987, 74th Cong., 1st sess.) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Farnam Street, Omaha, Nebr.

DEAR SENATOR: Receipt is acknowledged of your letter of February 26, transmitting a copy of a bill (S. 1987) with request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the Department might deem appropriate.

This bill would extend for 1 and 3 years, respectively, from June 10, 1935, the times for commencing and completing the construction of the bridge across the Missouri River at or near Farnam Street, Omaha, Nebr., authorized by act of Congress approved June 10, 1930, to be built by the Omaha-Council Bluffs Missouri River Bridge Board of Trustees.

The bill is without objection so far as this Department is concerned.

REGULATING THE BUSINESS OF MAKING SMALL LOANS IN THE DISTRICT OF COLUMBIA

REPORT

[To accompany S. 1162]

The Committee on the District of Columbia, to whom was referred the bill (S. 1162) to regulate the business of making small loans in the District of Columbia and to amend an act to regulate the business of loaning money, etc., approved February 4, 1913, having considered the same, report favorably thereon with the recommendation that the bill do pass with the following amendments:

Amend section 1, paragraph (a), page 2, line 2, by inserting after the word "bankers," the words "credit unions established under the Act approved June 23, 1932 (47 Stat. 326, c. 272, sec. 1) and under the Act approved June 26, 1934 (48 Stat. 1216, c. 750),".

Amend section 1, paragraph (a), page 2, line 7, by striking the "." after the word "loan" and inserting a ";" and the following: "Provided, That any of the above-excepted national banks, licensed bankers, trust companies, and savings banks may operate under the provisions of this Act upon securing a license so to do."

Renumber section 12, page 10, by the following amendments: Amend page 10, line 5, by inserting after "SEC. 12" the following, "(A)".

Amend page 10, line 23, by inserting before the word "Fees" the following, "(B)”.

Amend page 12, line 22, by inserting at the beginning thereof the following, "(C)”.

Amend section 12, paragraph (c), page 12, line 8, by striking all matter in lines 8 to 21, inclusive.

Amend section 12, paragraph (c), page 12, line 23, by striking the matter included in the parentheses. Further amend the said section and paragraph at page 13, line 11, by striking the words "amounts greater than the installments" and inserting in lieu thereof "in
