The Management Assistance programs are structured to aid in the establishment, growth and success of small businesses. Through counseling services, training programs, and publications, small business owner/managers are assisted in their goal for improving the management and efficiency of their businesses. Prospective business people are assisted in prebusiness planning and development. In addition to the permanent staff, volunteer management assistance groups and contractual assistance are used in achieving goals. Justification Changes in ongoing programs, priorities, and procedures are being made to make Management Assistance more responsive to the needs of SBA portfolio clients. Because of the expanding need of the small business community for in-depth, long term counseling, a concerted effort is planned in the area of SCORE/ACE recruitment and Chapter administration. A detailed evaluation of the Small Business Institute Program will shortly be completed to identify the impact of this program on small business clients. The 7(i) and 7(j) contracts (formerly 406 contracts) are needed to provide the intensive technical assistance required by an increasing number of eligible small businesses. 1. SCORE/ACE travel funds are vital to continue the following major efforts which were initiated in FY 1976: SCORE volunteers are responding to our goal of doubling their efforts to provide in-depth, continuing counseling of SBA clients. An expanded recruiting campaign is necessary to provide volunteers with specialized expertise. Expert volunteers in crime prevention will also be recruited. Technicallyoriented executives are needed to provide technology utilization and transfer. Various specialists are required because small businesses are faced with increasing problems with Federal and state government laws and requirements. 2.
