Emanuel Celler, chairman of the subcommittee, presiding. Present: Mr. Celler, chairman, Messrs. The Chair wishes to read a statement prior to hearing of the testimony of our distinguished Attorney General, and Mr. McCulloch likewise wishes to read a statement. The Chair wishes to make a statement concerning the program before this subcommittee. This morning Subcommittee No. 5 undertakes the first of a series of hearings concerning several proposals relating to crime, law enforcement, and criminal justice. These hearings are expected to consume at least 12 days. The Attorney General has submitted several bills designed to implement the message of the President of the United States relative to crime and measures for the prevention of crime. I and several of my colleagues on the committee have introduced a number of these bills. Other Members of Congress have submitted certain of the proposals which I have introduced, while others have introduced different proposals dealing with this same subject matter. (The bills follow:) [H.R. 5037, 90th Cong., first sess.] A BILL To assist State and local governments in reducing the incidence of crime, to increase the effectiveness, fairness, and coordination of law enforcement and criminal justice systems at all levels of government, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Safe Streets and Crime Control Act of 1967". FINDINGS AND DECLARATION OF PURPOSE SEC. 2. The Congress hereby declares it to be the policy of the United States to promote the general welfare by improving law enforcement and the administration of criminal justice. Crime is essentially a local problem that must be dealt with by State and local governments. But sustained and substantial national assistance is necessary to aid these governments in coping with the lawlessness that has become a serious problem of national significance. |
