Mr. BARUCH. That is, when our roaming minds got off into the subject of the inventory. I want to make clear that I do not in any way oppose helping other nations. I think it is quite necessary. The CHAIRMAN. I think so, too.

Mr. BARUCH. They have made great sacrifices. First of all, I don't say that we have exhausted ourselves, but I would like to know. Then I should like to see our things allocated to the nations and to the people that need it most and will be able to help themselves. But in no sense do I want it to appear that I am opposed to helping others. I only want to help them to help themselves. I should like to look after ourselves a little bit. I should like to see that we have enough of everything to stop inflation and protect ourselves in the future.

The CHAIRMAN. We must help them within our capabilities, and not exceed those capabilities?

Mr. BARUCH. Yes, sir.
