B. DOCUMENTS REQUIRED FOR SHIPPING AND STORAGE

1. Four copies of retirement orders, one of which must be certified, are required for each shipment and must be furnished by the applicant.

2. Application for Transportation of Household Goods form will be furnished by the Transportation Officer and prepared by him for signature of the applicant. A list of designated shipping activities is contained in BUSANDA Manual, paragraph 58026-2a.

3. Copy of retirement mileage voucher is to be furnished by the applicant. If retirement mileage voucher is not available at the time shipment is requested, a certificate naming the point to which mileage has been or will be drawn incident to retirement will be acceptable. The Transportation Officer will furnish this certificate for completion by the applicant.

C. CLAIMS FOR DAMAGE OR LOSS OF HOUSEHOLD GOODS DURING SHIPMENT AND STORAGE If your household goods are damaged or lost while in storage or shipment to your home of selection, contact the nearest Navy household goods shipping officer for information on the procedure to follow in filing claim against the carrier or the Government or both.

III. TRAVEL PRIVILEGES ON RETIREMENT

A. MILITARY AIR TRANSPORT SERVICE (MATS)

1. Eligibility for Overseas Flights. Retired members receiving pay, members on the Temporary Disability Retired List, and their accompanying dependents are eligible to travel on scheduled flights of MATS on a stand-by space available basis only. Dependents are not authorized to travel on MATS unless accompanied by retired member.

2. Eligibility within Continental United States. Space available travel is authorized for above mentioned retired personnel on unscheduled military aircraft flying within the continental limits of the United States. There is no specific system of priorities for space available passengers, who are usually accommodated on a "first-come-first-served" basis. Dependents of retired members are NOT authorized space available travel on military aircraft flying within the continental limits of the United States and therefore may not accompany the retired member on such aircraft.

3. Restrictions. Prior reservations for travel will not be made. Members are not required to wear a uniform, but they are required to have proper identification card and a copy of their retirement orders in their possessions when reporting for a flight on a space available basis.

B. MILITARY SEA TRANSPORTATION SERVICE (MSTS)

1. Eligibility.

a. Retired members receiving retired pay and members on the Temporary Disability Retired List, and their accompanying dependents are eligible for transportation in MSTS ships on a spaceavailable basis.

b. Normally, notification of a confirmed reservation on a space-available basis cannot be made until four or five days prior to sailing.

2. Restrictions. Travel in MSTS ships is subject to the following restrictions:

a. Authorization will not be granted for more than one round-trip a calendar year.

b. Assignment of space will be made for the going part of the journey only. Arrangements for return space must be made with the appropriate command at the overseas port having jurisdiction of return space assignments.

c. Transportation for a privately owned automobile will not be authorized.

d. Dependents are not authorized for passage on MSTS ships unless accompanied by a retired member.

travel has been accommodated.

3. Charges. Retired members and their accompanying dependents are required to pay the MSTS special fare to the local MSTS representative at the port of embarkation. This fare is very nominal and covers the cost of subsistence and minimum "out-of-pocket" expense.

4. Applications. Applications for transportation in MSTS ships should be submitted to the following, as appropriate:

a. The Commandant, 12th Naval District, San Francisco, California, for Pacific destinations. b. The Chief of Naval Personnel (Attn: Pers B3), Navy Department, Washington 25, D. C., for all other destinations.

c. DO NOT SUBMIT REQUEST TO THE COMMANDER MSTS, or to any subordinate MSTS command, as this will only delay the processing of your application.

Application may be submitted in letter form and should include:

a. Name, rank or rate, and service or file number of retired member.

b. Name, sex, age, and relationship of each dependent who is to accompany the member.
c. Date available to travel.

d. Destination.

e. Address and phone number where communications regarding transportation will reach the member.

Upon receipt of the application, the cognizant command will furnish you with the necessary information in regard to immunization and passport requirements.

IV. RESIDENCE AND TRAVEL OVERSEAS

A. RETIRED PERSONNEL

Retired officers (regular and reserve) and retired enlisted personnel are NOT required to receive permission to travel or reside overseas for any length of time except as noted in this section. However, they must notify the Commandant of the Naval District holding their records by letter of the fact of their leaving the United States, giving destination, addresses while overseas, and expected date of return.

Retired personnel who are naturalized United States citizens may under certain conditions lose their citizenship by residing in a foreign country for specified periods of time. Accordingly, such personnel should consult the nearest United States Diplomatic or Consulor Office. Retired Regular officers may not visit countries in which their position or personal safety may be jeopardized unless specifically authorized by the Chief of Naval Personnel.

B. FLEET RESERVE PERSONNEL

1. Permission Required to Leave the United States for Short Periods. Fleet Reserve personnel who desire to leave the United States or its possessions for short periods shall follow these procedures:

a. During PERIODS OF FULL MOBILIZATION, obtain permission from the Chief of Naval Personnel (Attn: PersE3) to travel and reside overseas for periods in excess of thirty days; and AT ALL OTHER TIMES from the Commandant having jurisdiction, except as indicated below:

(1) While following their profession, members of the Fleet Reserve employed in Merchant Marine Vessels of the United States or friendly foreign registry or, in U.S. commercial aircraft will not be required to obtain such permission.

b. The commandant or cognizant area commander shall forward the original and one copy of the letter granting permission to travel and reside overseas to the service member concerned. The member shall in turn forward a copy of this authority to the State Department with his application for a passport.

6 The term "overseas" as used here means all areas not within the jurisdiction of any naval district.

c. When the service member has been granted permission to travel and reside overseas, he will report his arrival and departure to the United States Naval Attache, senior United States Naval officer, or senior military attache as appropriate if he is to be in the country for more than 30 days. If he is to be in a country less than 30 days, he should report, as above, if convenient. If it is impracticable for the service member to report in person, a letter report should be made via the most convenient U.S. diplomatic representative.

d. Fleet Reserve members will report the date of their return to the cognizant commandant.

e. Members of the Fleet Reserve on inactive duty, except those referred to in paragraph (a) above, may not visit countries in which their position and personal safety may be jeopardized unless authority to do so is granted them by the Chief of Naval Personnel.

f. See paragraph H following for restrictions on wearing the uniform overseas.

2. Permission to Leave the United States for Extended Periods.

a. Except as provided in paragraph (b) below, Fleet Reservists who desire to reside outside the U.S. or its possessions for periods in excess of six months, shall forward their requests for permission to the Chief of Naval Personnel (Attn: Pers E3) via the Commandant of the Naval District or station where their records are carried. Permission granted shall be for a period of one year only, but may be renewed at the discretion of the Chief of Naval Personnel.

b. Fleet Reservists who are Philippine citizens are NOT required to obtain permission to reside in the Republic of the Philippines.

C. TEMPORARY DISABILITY RETIRED LIST

All members on the Temporary Disability Retired List, regardless of which of the above categories they may come under, are required to keep the Chief of Naval Personnel (Attn: Pers B84) advised of their address when traveling outside the United States.

D. RECEIPT OF PAY WHILE ABROAD

All retired personnel entitled to retired pay shall notify the U.S. Navy Finance Center, Retired Pay Department, Cleveland 14, Ohio, of changes in their temporary or permanent mailing address. (For information on the procedure, see Chapter 3, section I(B)(3)(c).)

E. NOTIFICATION OF ATTACHE OR EMBASSY

Retired personnel traveling or residing in a foreign country will notify the U.S. Naval Attache of their presence as a matter of courtesy by personal visit or by letter. In the absence of the Naval Attache in the country, notification should be made to the U.S. Military or Air Attache or to the civilian representative of the American Embassy or Consulate.

F. PASSPORTS

Application for passports must be executed in person before a passport agency of the Department of State or before a clerk of a Federal or a State court authorized by law to naturalize aliens. For detailed information, contact the Passport Office, Department of State, Washington 25, D. C., or the clerk of a Federal court in your state residence.

G. SERVICE RECORDS

Records of retired officers and enlisted personnel residing or traveling in areas outside a Naval District in excess of six months will be forwarded to the Commandant, Ninth Naval District. Records of personnel traveling or residing in an area under the jurisdiction of the Commander in Chief, U.S. Naval Forces, Europe; Commander, U.S. Naval Forces, Japan; Commander, U.S. Naval Forces,

Philippines; or Commander, U.S. Naval Forces, Marianas, will be forwarded for maintenance and custody to the command of the appropriate area. Retired members should keep the Commandant, Ninth Naval District or the area Commander listed above informed of any change of address.

H. WEARING OF UNIFORM OVERSEAS

A retired member may not wear his naval uniform while overseas except when attending by formal invitation ceremonies or social functions at which the wearing of the uniform is required by the terms of the invitation or by the regulations or customs of the country.

Chapter 5

NAVY BENEFITS

Eligible members and their dependents are entitled to medical and dental care as described below.

For the purpose of benefits under the Dependents Medical Care Act,2 "retired member” means a member of the uniformed service who is entitled to retired, retirement or retainer pay as the result of service in a uniformed service. The only exception is a Reserve member retired under Title III, Public Law 810, 80th Congress (now Title 10 USC 1331-1337), who served less than 8 years on full-time active duty in the military service.

When a retired member is not entitled to medical care, the phrase "no medical care” is stipulated on his ID card.

B. CARE PROVIDED

1. Retired Member. Eligible retired members will be furnished required medical and dental care and adjuncts thereto to the same extent as provided for active duty members in any medical facility of a uniformed service (Army, Navy, Air Force and Public Health Service), SUBJECT TO THE AVAILABILITY OF SPACE, FACILITIES, AND CAPABILITIES OF THE PROFESSIONAL STAFF AS DETERMINED BY THE COGNIZANT MEDICAL OR DENTAL AUTHORITY.

In general, domiciliary or nursing type care or both is neither available nor provided at hospitals of the uniformed services. Retired members requiring such care because of age or chronic invalidism should apply through their nearest Veterans Administration Regional Office for VA care, or should arrange for nursing home care, or make other appropriate arrangements.

2. Members Retired for Physical Disability. Naval Personnel placed on the Temporary or Permanent Disability Retired List are eligible for inpatient and outpatient medical care in a naval hospital, except as follows: Members who require hospitalization for chronic conditions3 may not be hospitalized in a naval hospital for treatment of any such chronic disease unless (a) hospitalization is authorized by the Veterans Administration, or (b) the member or former member has completed 20 or more years of active duty and elects not to receive hospitalization in Veterans Administration facilities for any of the chronic illnesses3 other than blindness, neuropsychiatric, or psychiatric disorders and tuberculosis and is acceptable to the commanding officer of the uniformed service medical facility.
