NOTE. The projection of increased costs is based on application of the salary reform proposals to the most recent Bureau of Labor Statistics report of national average salaries in private enterprise. It does not take into account subsequent adjustments which may develop from application of the proposed principle of maintaining Federal salaries at levels comparable to those in private enterprise.

CERTAIN DATA ON FEDERAL TURNOVER AND QUITS

The attached tabulation provides turnover and voluntary quit information gathered from departments and large independent agencies that are the larger Federal employers and were able to supply such information.

Turnover, as used in the table, includes voluntary quits, transfers, discharges, reductions in force, terminations of temporary employment, deaths, and retirements. Rates for two organizations, Department of the Interior and National Bureau of Standards, show rates for voluntary quits only.

Rates for the National Aeronautics and Space Administration are based on turnover for one quarter converted to an annual rate.

Rates for three organizations include all Classification Act positions. They are: Department of the Interior; National Aeronautics and Space Administration; and Bureau of Old-Age and Survivors Insurance, Department of Health, Education, and Welfare.

Rates for Department of the Navy are departmentwide but limited to critical categories: biological sciences, medical and related occupations, engineering, physical sciences, and mathematics and statistics; also, in grades GS-6, 8, and 10 nurses and electronic technicians are included.

Rates for scientists and engineers paid under section 803 of the Classification Act are Government-wide for those occupational groups.
