Senator HUMPHREY. We will call the hearing to order.
We are holding hearings today and tomorrow to hear witnesses discuss the problems which have developed as a result of the tremendous growth of the metropolitan areas of America.
We have under consideration four bills which have been introduced in the Senate and which have, as their general purpose, the establishment of a cabinet-level Department of Urban Affairs and Housing.
These bills are S. 289, introduced by Senator Keating; S. 375, by Senator Hartke; S. 609, by Senator Bush; and S. 1633, by Senator Clark and 14 cosponsors.
The last-named bill is the one which has been proposed by the administration and which was sent to Congress by the Bureau of the Budget. We expect to hear from sponsors of all the bills during these hearings.

A BILL To establish a Department of Urban Affairs and Housing, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the Department of Urban Affairs and Housing Act.
DECLARATION OF NATIONAL HOUSING AND URBAN AFFAIRS POLICY
SEC. 2. (a) The Congress hereby declares that the general welfare and security of the Nation and the health and living standards of our people require, as a matter of national purpose, sound development and redevelopment of our urban communities in which the vast majority of our people live and work.
