As Chancellor asked me to keep him informed, following may be of interest to him. Immediately upon my return I started inquiries in various parts of country to ascertain present sentiment regarding attitude of people toward belligerents. Replies are without exception to effect that purely American sentiment almost unanimously pro-Ally, perhaps ninety-nine per cent throughout country. It is estimated that of German Americans perhaps onehalf against the war and German policy, though of course wish for German success. Opinion is apparent attitude of administration does not represent attitude of public, though of course public unanimously favor neutrality. man propaganda, while active, seems to be having little effect and making no converts, giving evidence of depth pro-Ally sentiment. Have information United States Senator Stone for years intimate with German Government, who now probably inspiring his activities. Grenfell. Your 2285. In view exceedingly confidential character of subject it is impossible for us to test market to form satisfactory opinion volume and character of business we could do. As stated our 1226 believe best plan would be for Trio as fiscal agents to offer notes for account Great Britain when in their judgment moment psychological. For some reason perhaps Russian losses and war zone proclamation feeling here little less cheerful than last week, hence we feel this not the time to deal with matter comprehensively, though believe it important to have plan for moment when psychological. As suggestion would think it wise Great Britain issue say six months, twelve months, eighteen months, and twenty four months notes, which we believe would go at least 44%, 4%, 5%, and 54% and would hope somewhat better. We would probably deem it wise to have stage carefully set and notes offered in important centres throughout the country, naming banks in various centres to receive subscriptions, paying them for account Government say one-eight percent upon amount sold, except perhaps on 6 months' maturities. It would be idea Trio to charge three-eighths percent on all maturities. Trio would expect reimburse you for your services this matter but raise point that any commission |
