SUBCOMMITTEE PROCEDURE

Senator MONRONEY. The subcommittee will be in order.

This morning we will commence hearings on H.R. 16489, the Treasury, Post Office, and Executive Office appropriation bill for fiscal year 1969.

In order that we may move ahead with the hearings and accommodate the principal witnesses concerned, the committee will take testimony on titles III and IV of the bill today and we will hear the other items-that is, titles I and II-next week.

BUDGET REQUEST AND HOUSE ALLOWANCE

The budget estimates of new obligational authority, under the bill, submitted by the President for fiscal year 1969 totaled $8,337,359,000, including authorizations out of the postal fund in the amount of $7.3 billion and an additional amount of $1.3 million submitted in House Document 259 for the Bureau of Narcotics. The House has allowed $8,155,624,000, a reduction of $181,735,000 in the estimates and an increase of $609,983,000 over fiscal year 1968.

BUDGET REQUEST AND HOUSE ALLOWANCE

Senator MONRONEY. In regard to the items contained in title III, the Executive Office of the President, the budget estimates were in the amount of $18,912,000, and the House allowed $18,596,000, a reduction of $316,000 but $857,000 over fiscal year 1968.

Mr. Zwick, the Director of the Bureau of the Budget, is unable to be here today because of a very important appointment, and thus he will be represented by one of his aides.

NON APPEAL OF HOUSE REDUCTION

Senator MONRONEY. The letter from the Director dated April 23, advising the committee that no appeals would be made to the Senate in regard to House cuts, will be placed in the record at this point. (The letter follows:)

DEAR MR. CHAIRMAN: The Bureau of the Budget is making no appeal on the action taken by the House of Representatives in reducing the Bureau's 1969 budget request from $10,310,000 to $10,000,000. In spite of the additional burden that this action will place on our staff, we accept this decrease consistent with the President's desire to effect all possible reductions in the 1969 Budget.

Should you so desire, I will be glad to appear before your Committee to discuss any of the budget requests on which the Bureau normally appears. Sincerely,
