The report of the House Committee on Appropriations (H. Rept. No. 1110, Oct. 8, 1951) on the
2d supplemental appropriation bill, 1952 (H.R. ) states: "In view of the assurance of AEC officials

effected a reduction of $284,200,000 in the supplemental request of $484,200,000 leaving a total of
$200,000,000, which will be entirely sufficient to meet any emergency needs for additional funds
which may arise prior to the time Congress has had a further opportunity to review the program and
the efficiency with which construction work is proceeding." The request was for additional funds for
the Savannah River Operations Office.

AN ACT Making supplemental appropriations for the fiscal year ending June 30, 1975, and for other purposes

Be it enacted by the Senate and House of RepresentaAppropriations tives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, to supply supplemental appropriations (this Act may be cited as the "Second Supplemental Appropriations Act, 1975") for the fiscal year ending June 30, 1975, and for the other purposes, namely:

SEC. 301. No part of any appropriation contained in Fiscal year this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.

SEC. 302. Except where specifically increased or decreased elsewhere in this Act, the restrictions contained within appropriations, or provisions affecting appropriations or other funds, available during the fiscal year 1975, limiting the amounts which may be expended for personal services, or for purposes involving personal services, or amounts which may be transferred between appropriations or authorizations available for or involving such services, are hereby increased to the extent necessary to meet increased pay costs authorized by or pursuant to law.

SEC. 303. No part of any appropriation, funds, or other and services. authority contained in this Act shall be available for paying to the Administrator of the General Services Administration in excess of 90 per centum of the standard level user charge established pursuant to section 210 (j) of the Federal Property and Administrative Services Act of 1949, as amended, for space and services.

SEC. 304. No part of the funds contained in this Act 40 U.S.C. 490. may be used to force any school or school district which is desegregated as that term is defined in title IV of the Civil Rights Act of 1964, Public Law 88-352, to take 42 U.S.C. 2000c. any action to force the busing of students; to force on account of race, creed, or color the abolishment of any school so desegregated; or to force the transfer or assignment of any student attending any elementary or secondary school so desegregated to or from a particular school over the protest of his or her parents or parent.

SEC. 305. (a) No part of the funds contained in this Busing. Act shall be used to force any school or school district

which is desegregated as that term is defined in title IV

of the Civil Rights Act of 1964, Public Law 88-352, to 42 U.S.C. 2000c. take any action to force the busing of students; to require the abolishment of any school so desegregated; or to force on account of race, creed, or color the transfer of students to or from a particular school so desegregated as a condition precedent to obtaining Federal funds otherwise available to any State, school district, or school.
