in 1937 there were 5 accidents involving fatalities, resulting in the death of 40 passengers and 12 members of crews. In 1938 there were 5 accidents involving fatalities, resulting in the death of 25 passengers and 10 members of the crews; in 1939 there were 2 accidents involving the death of 9 passengers and 3 members of crews.

In 1937 our fatality rate was one death for every 12 million passenger miles. In 1938 the fatality rate was one fatality for every 22 million miles, and in 1939 the fatality rate was one fatality for every 83 million miles. In the 12 months just closed this week we have not had a single fatality. We are rather proud of that record.

Mr. CANNON. You have every reason to be. It is evident that the American people are becoming air minded.

Mr. HESTER. They are, and our airlines have done a fine job. The Weather Bureau, too, has done splendid work. The Weather Bureau facilities have been improved tremendously, both with better equipment and more highly trained personnel.

Mr. CANNON. Does this record include American planes engaged in international services?

Mr. HESTER. No, this is merely on airlines operating in the United States. Our international record is almost as gratifying. I think they had only one fatal accident in the 12-month period just ended.

IMPROVEMENT IN SAFETY DEVICES

Mr. LUDLOW. Has there been any great improvement in safety devices?

Mr. HESTER. They are constantly being developed. Of course, it takes time. Many of them have been under development for a long time. We do a lot of work in our Technical Development Division along this line. For example, this Division in cooperation with industrial concerns and other governmental agencies such as the Bureau of Standards has developed, among other things, the following important safety devices:

Instrument landing (sometimes called "blind landing") system, ultra high frequency, ready for service installation.

Instrument landing system, micro waves, principles proved, ready for experimental application.

Radio-teletype communication equipment, ready for service installation. Ultra-high-frequency radio range, ready for service installation, additional improvements being developed.

Ultra-high-frequency radio communication equipment, ready for service installation, additional improvements being developed.

Power-plant fire prevention, a practical method for extinguishing engine fires, has been developed and demonstrated, further improvement and application going forward.

Low-visibility weather-analysis charts and data completed for 100 principal airports, others being prepared.

Seadrome contact light for making of water areas ready for service installation. Automatic instrument log (cockpit camera using infra-red), developed and demonstrated, now being improved.

Method for safely dumping fuel in flight, completed and in general use.
Ultra-high-frequency radio markers, completed and in general use.

Camera for accurately recording aircraft performance, developed and used extensively.

Simultaneous radio range, completed and in general use.
Propeller de-icer, completed and in general use.

Ice-free engine carburetor, completed and in general use.

ENGINEERING INVESTIGATION OF W. P. A. APPLICATIONS FOR AIRPORT CONSTRUCTION OR IMPROVEMENTS

Mr. HESTER. Summarized briefly, this estimate of $175,000 covers in part the work of the airport section of the technical development division, a major portion of which is the engineering investigation of W. P. A. applications for airport construction or improvement projects.

Among the functions in this connection which we have to perform are a determination that the site is satisfactorily located, and adequate for airport development, the checking of the development plans, to see that what is planned is suitable for aircraft use; then, if the project is approved, to follow the work as it is done to insure that it is worked out satisfactorily in accordance with the plans.

We have other functions which are just as important, but not so extensive. They include the development of improved airport facilities, including airport lighting boundary lighting, runway lighting, obstruction lighting, flood lighting, signal lighting general designs for administration buildings, so as to provide for the proper facilities for airport functions, as well as the handling of passengers, baggage, express, and mail; the hangars, repair shops, and servicing facilities.
