Prefatory Note

This is a compilation of legislation administered by the Agri tural Stabilization and Conservation Service and related legislat. Certain provisions of law which were applicable to prior years crops, but which have not been repealed by the Congress, have omitted from this compilation. These may be found in prior com tions. The language of the legislation appearing in this compilat is as it appears in the U.S. Statutes at Large, but, for the convenie of the reader, citations are made at the end of sections and sub tions to the U.S. Code, 1970 edition and supplements thereto. subject headings used herein are generally those as enacted; som them, however, have been changed and other headings have also added by the editors of this compilation for explanatory purposes

The statutes contained in this compilation are subject to the pr sions of Reorganization Plan No. 2 of 1953 (18 F.R. 3219, 67 663, 5 U.S.C. 1332–15, note), prepared by the President and tri mitted to the Senate and House of Representatives on March 1953, pursuant to the provisions of the Reorganization Act of 16 (5 U.S.C. 133z to 133z-15). The plan transfers to the Secretary Agriculture all functions not then vested in him of all other ofi and of all agencies and employees of the Department of Agricult except functions vested by the Administrative Procedure Act hearing examiners employed by the Department and functions of corporations of the Department, the Boards of Directors and of of such corporations, the Advisory Board of the Commodity Cry Corporation, and the Farm Credit Administration.

It is expected that this compilation will be supplemented fl time to time, as new or amendatory legislation is enacted, with plementary pages to be added to the compilation.
