DEAR MR. DAWSON: Transmitted herewith is a staff report to the Federal Trade Commission entitled "Food Chain Selling Practices in the District of Columbia and San Francisco." This report presents the results of price surveys in over 300 chainstores, analyses of sales and financial data submitted by food chains, and the findings of extensive investigational hearings during which executives and store personnel of chains described their selling practices. It also outlines general policy steps to improve the structure and performance of food retailing in low-income areas.

The report will be of particular interest to you because of your committee's report entitled "Consumer Problems of the Poor: Supermarket Operations in Low-Income Areas and the Federal Response," House Report 1851, 90th Cong., second session.
