(b) Members of the Commission, other than those to whom subsection (a) is applicable, shall receive compensation at the rate of $50 per day for each day they are engaged in the performance of their duties as members of the Commission and shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred by them in the performance of their duties as members of the Commission, as provided for in subsection (a) of this section.

AUTHORIZATION OF APPROPRIATIONS

SEC. 8. There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act.

This act was the result of the enactment of H.R. 15335, 89th Congress. It was approved on November 2, 1966, as Public Law 733, 89th Congress. The text of the act appears in volume 80, Statutes at Large, page 1162. Its provisions amend 50 U.S.C. 1503, 1506, 1507, 1509.

An Act

To amend the Act entitled "An Act to establish an Advisory Commission on
Intergovernmental Relations", approved September 24, 1959.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That paragraphs Advisory Com(6) and (7) of section 3(a) of the Act entitled "An Act to establish mission on an Advisory Commission on Intergovernmental Relations", approved IntergovernSeptember 24, 1959 (73 Stat. 703; 5 U.S.C. 2373 (a)), are amended to read as follows:

"(6) Four appointed by the President from a panel of at least eight mayors submitted jointly by the National League of Cities and the United States Conference of Mayors; and

"(7) Three appointed by the President from a panel of at least six elected county officers submitted by the National Association of Counties."

SEC. 2. Subsection (c) of section 3 of such Act (5 U.S.C. 2373(c)) Terms of ofis amended to read as follows:

"(c) The term of office of each member of the Commission shall be two years; members shall be eligible for reappointment; and, except as provided in section 4(d), members shall serve until their successors are appointed."

SEC. 3. Subsection (c) of section 6 of such Act (5 U.S.C. 2376 (c)) is amended by striking out "staff director" and inserting in lieu thereof "executive director".

SEC. 4. Subsection (f) of section 6 of such Act (5 U.S.C. 2376 (f)) Compensation of is amended to read as follows:

"(f) No individual employed in the service of the Commission shall be paid compensation for such employment at a rate in excess of the rate provided for grade 18 under the General Schedule of the Classification Act of 1949, as amended, except that the executive Ante, p. 288. director of the Commission may be paid compensation at any rate not exceeding the rate prescribed for level V in the Federal Executive Salary Schedule of the Federal Executive Salary Act of 1964." SEC. 5. Subsection (b) of section 7 of such Act (5 U.S.C. 2377(b)) is amended to read as follows:

"(b) Unless prohibited by State or local law, members of the Commission, other than those to whom subsection (a) of this section is applicable, shall receive compensation at the rate of $50 per day for each day they are engaged in the performance of their duties as members of the Commission and shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred by them in the performance of their duties as members of the Commission, as provided for in subsection (a) of this section."

SEC. 6. Such Act is further amended by adding at the end thereof a new section as follows:

"RECEIPT OF FUNDS

"SEC. 9. The Commission is authorized to receive funds through grants, contracts, and contributions from State and local governments and organizations thereof, and from nonprofit organizations. Such

funds may be received and expended by the Commission only for purposes of this Act. In making appropriations to the Commission the Congress shall consider the amount of any funds received by the Commission in addition to those funds appropriated to it by the Congress." Approved November 2, 1966.

This act was the result of the enactment of S. 698, 90th Congress. It was approved on October 16, 1968, as Public Law 577, 90th Congress.
