1 For the purpose of establishing a "real estate" value of the public domain, mineral resource values are the capitalized value of income accruing to the Federal Treasury. This income is almost entirely derived from minerals subject to mineral leasing acts. Only negligible income is derived from minerals subject to location under the mining laws because they pass from Federal ownership upon discovery; before discovery, they have only speculative assignable value best reflected in the surface values. Building stone, sand and gravel, and similar materials subject to disposal under the materials act are also reflected in surface values.

* Predicated on present receipts from mineral leases, licenses, and permits taking into account probable future production and demand factors; capitalized (except where noted) as an annuity for 50 years at 4 percent compound interest and discounted to present value. Estimate of October 1968.

Minnesota copper and nickel royalty estimates are capitalized as the present value, at 4 percent compound interest, a 25-year annuity deferred 25 years.

The Outer Continental Shelf estimate is preliminary, subject to change with production experience, with litigation, and with technologic developments.

MY DEAR CONGRESSMAN DAWSON: In response to your letter dated May 31, 1968, we are furnishing below a list of public domain land under control of the Federal Prison Service as of June 30, 1968:

U.S. PENITENTIARY, ALCATRAZ, CALIF.

The 22.5 acres of land valued at $178,000, buildings valued at $1,606,000 and other structures and facilities valued at $406,000 making a total of $2,190,000 were transferred to the custody of General Services Administration in 1964. As of June 30, 1968, final disposition is still pending.

FEDERAL REFORMATORY, EL RENO, OKLA.

At present there are 3,595 acres of public domain land valued at $224,000. The buildings are presently valued at $2,422,000 and other structures and facilities valued at $727,000 making a total book value of $3,373,000. This represents an increase of $43,000 in alterations to buildings since our last report.

FEDERAL PRISON CAMP, FLORENCE, ARIZ.

The 456.5 acres of public domain land are valued at $10,000. The buildings are valued at $548,000 and other structures and facilities at $228,000 making a total book value of $786,000. In May 1968 the camp facilities were closed down, only the detention center remaining active. Acreage in amount of 436.4 was declared excess to GSA in addition to buildings and facilities valued at $446,209. Disposition is still pending.

U.S. PENITENTIARY, LEAVENWORTH, KANS.

The 1,296.4 acres of public domain land are valued at $188,000. Buildings are presently valued at $4,835,000 and other structures and facilities at $1,986,000 making a total book value of $7,009,000. This represents a decrease in value of buildings of $12,000 and an increase of $238,000 in other structures and facilities since our last report.

FEDERAL PRISON CAMP, SAFFORD, ARIZ.

The 238.7 acres of public domain land are valued at $2,387. This is a reduction of 1.3 acres since our last report, this small amount having been withdrawn by the Department of the Interior. Buildings are valued at $345,000. Other structures and facilities are valued at $133,000 making total valuation $480,387 as of June 30, 1968.

The above values listed for public domain land, as heretofore, were excluded from the 1968 fiscal year report on SF 1166 to GSA. Please advise if any additional information is desired.
