INVESTIGATION OF FOREIGN INFORMATION PROGRAMS

Mr. WILEY, from the Committee on Foreign Relations, reported the following resolution (S. Res. 117) and submitted a report (No. 372) thereon.

Resolved, That section 2 of Senate Resolution 74, 82d Congress, agreed to June 30, 1952 (authorizing an investigation with respect to the effectiveness of foreign information programs), as amended by Senate Resolution 44, 83d Congress, agreed to February 20, 1953, is amended further by striking out the date "June 30, 1953," and inserting in lieu thereof "January 31, 1954."

Ordered, That the resolution be referred to the Committee on Rules and Administration.

CONSIDERATION OF UNOBJECTED BILLS

Resolved, That the limit of expenditures authorized under Senate Resolution 333, 82d Congress, second session, agreed to June 12, 1952 (authorizing the expenditure of funds and the employment of assistants by the Committee on Rules and Administration, or any authorized subcommittee thereof, in carrying out the duties imposed upon it by subsection (0) (1) (D) of rule XXV of the Standing Rules of the Senate), is hereby increased by $75,000.

The resolution, as amended, was agreed to, as follows:

Resolved, That the Committee on Banking and Currency, or any duly authorized subcommittee thereof, is authorized and directed to make a thorough study of the operations of the Export-Import Bank and the International Bank for Reconstruction and Development and their relationship to expansion of international trade.

SEC. 2. For the purposes of this resolution, the committee, or any duly authorized subcommittee thereof, is authorized until January 31, 1954, inclusive, (1) to make such expenditures as it deems advisable within the limits of funds made available by this resolution; (2) to employ upon a temporary basis such technical, clerical, and other assistants as it deems advisable; and (3) with the consent of the head of the department or agency concerned, to utilize the reimbursable services, information, facilities, and personnel of any of the departments or agencies of the Government.

SEC. 3. Expenses of the committee under this resolution, which shall not exceed $67,000, shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the committee.

MESSAGE FROM THE HOUSE

A message from the House of Representatives by Mr. Chaffee, one of its clerks:

Mr. President: The House of Representatives has passed without amendment the joint resolution (S. J. Res. 76) designating the week beginning June 14, 1953, as Theodore Roosevelt Week.

The House has passed the bill (S. 1081) to provide authority for temporary economic controls, and for other

purposes, with an amendment, in which it requests the concurrence of the Senate.

The House has agreed to the report of the committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 4664) making supplemental appropriations for the fiscal year ending June 30, 1953, and for other purposes; it has receded from its disagreement to the amendments of the Senate numbered 1, 6, 7, 10, 12, 13, 15, and 20 to the said bill and agreed to the same; and it has receded from its disagreement to the amendment of the Senate numbered 19, and agreed to the same with an amendment, in which it requests the concurrence of the Senate.

The House has passed the bill (H. R. 5312) to provide for the more effective prevention, detection, and punishment of crime in the District of Columbia, in which it requests the concurrence of the Senate.

A resolution of the Legislature of the State of Nebraska, favoring the enactment of legislation giving the mineral rights back to the States; to the Committee on Interior and Insular Affairs. A memorial of the Society of Friends, Washington, D. C., remonstrating against present congressional investigative purposes and practices and favoring investigations only where a constructive purpose is clearly served; and

A resolution of American Ex-Prisoners of War, Inc., Oklahoma City, Okla., favoring early passage of S. 1765 and H. R. 4873 which seek to direct the Office of Alien Property in the Department of Justice to cover immediately the sum of $60 million into the Treasury for deposit into the War Claims Fund, under the provisions of the War Claims Act of 1948, so these just claims can be paid; to the Committee on the Judiciary.

Mr. KERR presented a concurrent resolution of the Legislature of the State of Oklahoma, praying that gas-producing companies in the Guymon-Hugoton field be empowered to deliver natural gas to the farmers in the area of said field without being classified as a utility company and the price paid be the same as the rate that the gas-production companies pay the royalty owners in that area; which was referred to the Committee on Interstate and Foreign Com

merce.
