The VICE PRESIDENT laid before the Senate a communication from the Archivist of the United States, transmitting, pursuant to law, a list of papers in various departments and agencies of the Government, recommended for disposition, which appear to have no permanent value or historical interest; which, with the accompanying papers, was referred to a Joint Select Committee on the Disposition of Papers in the Executive Departments; and

The VICE PRESIDENT appointed Mr. CARLSON and Mr. JOHNSTON of South Carolina as the members of the committee on the part of the Senate.

Ordered, That the Secretary notify the House of Representatives thereof. COOPERATIVE AGRICULTURAL EXTENSION WORK

The VICE PRESIDENT laid before the Senate a communication from the Secretary of Agriculture, transmitting a draft of proposed legislation to repeal certain acts relating to cooperative agricultural extension work and to amend the Smith-Lever Act of May 8, 1914, as amended; which, with the accompanying paper, was referred to the Committee on Agriculture and Forestry.

A joint memorial of the Legislature of the Territory of Alaska, praying an appropriation to enable the construction of a combined courthouse, jail, postoffice, and general Federal office building at Valdez, Alaska; to the Committee on Appropriations.

A resolution of the House of Representatives of the Territory of Alaska, urging the act of April 23, 1949, be amended to provide for mortgage loans to individuals and through the Alaska Housing Authority, and provide for commitment limits of $500 per dwelling; to the Committee on Banking and Currency.

A resolution of the City Council, Redondo Beach, Calif., favoring adequate offshore rescue facilities in the Los An

geles area for airplanes; to the Committee on Interstate and Foreign Commerce. Joint resolutions of the Legislature of the State of California, as follows:

A joint resolution urging the Federal Government to abandon the field of excise taxes on motor fuels, or in the alternative, to provide that the amount of Federal aid to the States for highways be increased at least to the respective amounts of motor-vehicle-fuel taxes collected by the Federal Government; to the Committee on Finance.

A communication from the director of civil defense, State of Colorado, certifying that the State had entered into and ratified an interstate civil defense compact, and also sent copies to certain other States for ratification; to the Committee on Armed Services.

A joint resolution urging the necessary funds to complete the construction of the vitally needed flood-control works on the Butte and Little Chico Creeks; to the Committee on Public Works.

Resolved, That the President of the Senate certify the report of the Committee on Government Operations of the United States Senate as to the willful default of Russell W. Duke in failing to appear to testify before the Senate Permanent Subcommittee on Investigations of the Committee on Government Operations of the United States Senate in response to a subpena, together with all the

facts in connection therewith, under the seal of the United States Senate, to the United States Attorney for the District of Columbia to the end that the said Russell W. Duke may be proceeded against in the manner and form provided by law.

Mrs. SMITH of Maine presented a resolution of the Legislature of the State of Maine, favoring the elimination of the Federal gasoline tax and leaving that area of taxation entirely to the States; which was referred to the Committee on Finance.

Mr. GRISWOLD presented a resolution of the board of directors of the Chamber of Commerce, Scottsbluff, Nebr., favoring the enactment of legislation to eliminate waste and inefficiency in the departments, bureaus, and agencies of the Government by revision of the Federal civil-service laws, place the powers back in the hands of the Commission, and discontinue the blanket appointments in civil-service ratings; which was referred to the Committee on Post Office and Civil Service.

Mr. KEFAUVER presented a joint resolution of the Legislature of the State of Tennessee, favoring the enactment of legislation to insure that the administrative offices of the Tennessee Valley Authority remain in Tennessee; which was referred to the Committee on Public Works.

Mr. KEFAUVER presented a resolution of the House of Representatives of the State of Tennessee, urging the repeal of automotive excise taxes, particularly the gasoline tax, and reserving this field of taxation for the States; which was referred to the Committee on Finance. A resolution of the St. Louis Chapter of the Sons of the Revolution, St. Louis, Mo., favoring that meetings of the United Nations be opened and closed with prayers for guidance to divine providence and that the name of Almighty God, the God of all nations, be inserted in the charter, bylaws, and other documents of the United Nations; which was referred to the Committee on Foreign Relations.

Mr. IVES presented a resolution adopted at a protest rally by citizens of Buffalo, N. Y., remonstrating against the policy of Soviet attack against religious beliefs and minority peoples; which was referred to the Committee on Foreign Relations.

Mr. KENNEDY (for himself and Mr. SALTONSTALL) presented a resolution of the City Council of New Bedford, Mass., remonstrating against the importation of fish fillets tending to jeopardize employment and investments in that area; which was referred to the Committee on Finance.
