FLOATING DRYDOCK MOORING FACILITY

Another major waterfront facility is the construction of a floating drydock mooring facility. This is a 1,200-foot pier out to this point. This is the way it looked a couple of months ago when it was under construction.

It has facilities for berthing the floating drydock plus small craft. The structure in the right foreground, as an example, is an oilwater separator where we separate the oil and waste from the bilges of the ship for treatment.

In this picture you can see the facility as it was 1 week ago, completed and ready for the arrival of the floating drydock. We expect that drydock to arrive at the end of this week.

This is the central telephone communications complex, the first building that we completed in the industrial area.

Here is ongoing construction in the industrial area. You can see that telephone exchange that I just showed you.

We have a warehouse, a maintenance shops building, a vehicle maintenance building and to the south, are two or three more projects for which contracts will be awarded later this year.

This is a picture of the water treatment plant at the waterfront. We have utilities systems that support the waterfront and separate utilities systems that support the upland part of the base.

LAND ACQUISITION

Land acquisition has been an important part of the military construction program at King's Bay. What you see as the shaded portion is 8,800 acres which we got from the Army at the time that the base was turned over to the Navy.

The areas indicated by the small circles are the areas under restrictive easement.

What we did in the fiscal year 1979 program was to buy another 3,300 acres. We purchased what you see indicated by small hatch marks on the front part of the base and those parts of the restrictive easement indicated by dots to the south and here to the north. We retained this easement.

With the completion of this land acquisition, the base is approximately 12,000 acres with an additional 4,000 acres of restrictive easement.

Senator HUDDLESTON. What is the cost of that?

Commander WILSON. $3.49 million was what was appropriated for the property. We have not settled up with every property

owner.

Senator HUDDLESTON. Will it come within that figure?

Commander WILSON. If it is settled at the appraised value, it will come within that figure, yes, sir. Some of the owners are contesting the appraised value.

TRIDENT MILCON PROGRAM

Moving into the proposed Trident Milcon program, I would like to introduce that program by giving you a brief overview of the master plan.
