Commander JERDING. The Rota, Spain base, of course, was in support of Poseidon. The Poseidon missile is a shorter range missile, so Rota provided us good strategic capability.

The Kings Bay base is much further away, but by taking advantage of the Trident I missile capability, it still provides us with essentially equivalent capability.

Senator HUDDLESTON. Strategically they are equivalent?
Commander JERDING. Yes, sir.

Admiral ISELIN. Commander Wilson will describe the status of current construction for the relocation of the Rota squadron and the scope of the proposed Trident base.

Commander WILSON. In discussing construction at Kings Bay, we are discussing two separate military construction programs. The first program is the ongoing program supporting the relocation of the Rota squadron. The second is the proposed program for a Trident base.

ONGOING PROGRAM ON SITE RELOCATIONS

First I would like to bring you up to date on where we stand with the ongoing program and then discuss the scope of the proposed program.

As an overview of the dollars involved, we have a 4-year MCON program for facilities construction. In 1978, the Navy reprogramed MCON savings in order to get an early start. There was not time to go through the formal appropriations process.

OPERATIONAL FACILITIES

In 1979, we have added additional operational facilities. Congress added some 250 units of housing at $14 million. In fiscal year 1980, we are concentrating on personnel support facilities, and some additional support facilities in the industrial area. In fiscal year 1981, almost all of the $18 million are in support of personnel support facilities.

The total program that we see over these 4 years is about $126 lion. This slide shows how the base is divided up and shows all the projects that are envisioned in support of the Rota squadron At the waterfront we have operational facilities to support the tender and the floating drydock. In the left center of the picture, we have an industrial complex which is well underway In the scal year 1980 and 1981 programs we have personnel support facilities which are yet to come.

At this time, the base has virtually no personnel support facili ties.

To show you some of the major projects that have been completed or are presently underway, we have a series of slides. This is a picture, looking northwest, of Kings Bay which shows the tender in position. The base became operational in July 1979 with the arrival of this tender.

You can see two Poseidon submarines alongside the tender going through the refit process. What we essentially did at the waterfront was to build a mooring facility on the existing Army wharf. We also upgraded the Army wharf to accommodate two submarine layberths and small craft berthing.

We built utility systems to support the waterfront, rehabilitated some existing facilities for logistics support.

Senator HUDDLESTON. The Trident submarine is going to be twice as long as that?

Commander WILSON. This tender is roughly 600 feet long and the Trident submarine would be just a little bit shorter than this ship. Senator HUDDLESTON. It will accommodate the larger Trident? Commander WILSON. Yes, sir, but we would use a different basic waterfront configuration for Tridents. The Trident submarines would be moored parallel to this wharf and farther up the bay.

DREDGING EFFORTS

Our major effort in construction has been dredging. We have dredged some 14 million cubic yards at a cost of $24 million. We had to dredge in Kings Bay itself and all the way down Cumberland Sound to the St. Mary's river entrance channel. Additionally, we had to dredge a certain amount of shoaling offshore; our farthest point out is 8 miles.

Senator HUDDLESTON. Is that going to be a continuing project? Commander WILSON. Yes, sir. It will require maintenance dredging every year to stay at project depth.
