The total value as reported is exclusive of: (1) properties and equipment of the National Industrial Plant and Equipment Reserve, which is under the custody of the General Services Administration; and (2) properties and supplies under the jurisdiction of the Civil Works Division, Office of the Chief of Engineers, Department of the Army. The value of properties in these two excluded segments are shown separately however; the value of the National Industrial Reserve being shown in Section F of Part II of this report and the value of Civil Works properties

shown in a footnote to Table 1.

For the first time, data for the States of Alaska and Hawaii have been included with the other 48 States and District of Columbia in the geographic distribution, instead of with U. S. possessions as in previous years' reports. Any comparisons of data for United States and possessions with that in previous reports, therefore, are invalid.

Although reports on some of the inventories of the Department of Defense contain details which, for reasons of military security, cannot be publicly released, detailed classified data will be made available to

appropriate committees of the Congress as required.

Department of Defense Summary (Tables 1 and 2)

The value of real and personal property reported by the military departments as of 30 June 1960 was $154.6 billion. This is an increase of more than $3 billion over that reported as of 30 June 1959 and is primarily owing to an increase in the cost of real property on hand, and an increase in the military and general equipment in use segment of the value of personal property. The upward trend in the value of military equipment in use will probably continue as older and obsolete models of weapons are replaced by the more complex and costly items of modern war

fare.

Likewise the cost of real property will have a tendency to increase as long as improvements and additions to the military establishments are required to house and to operate these modern weapons.

Table 1 shows the total value of Department of Defense property holdings, by major types of property owned and by the military departments, located (1) in the United States, (2) in U. S. possessions including the Commonwealth of Puerto Rico, and (3) in foreign countries and afloat. As of 30 June 1960 the value of property located in the United States was $121.4 billion, in U. S. possessions was $2.0 billion, and in foreign countries and afloat was $31.2 billion (Chart 1).

Table 2 shows the total value by type and class of property held by each department. Of the total of $154.6 billion, the Army owned $38.3 billion (24.8 percent), the Navy including Marine Corps owned $57.5 billion (37.2 percent) and the Air Force owned $58.8 billion (38.0 percent). Military and general equipment in use accounted for $68.1 billion or 44.0 percent of the total; equipment and supplies in the supply systems for $42.0 billion or 27.2 percent; real property for $32.0 billion or 20.7 percent; production equipment for $5.2 billion or 3.4 percent; excess, surplus and foreign excess property for $4.5 billion or 2.9 percent; construction work-in-progress for $2.4 billion or 1.6 percent; and industrial fund, inventories for $0.3 billion or 0.2 percent (Chart 2).
