DEAR MR. DAWSON: Reference is made to your letter dated March 10, 1960, requesting information as to the value as of June 30, 1960, of the public domain land used by the Atomic Energy Commission and the value as of the same date of the AEC owned improvements on such land.

Enclosed is a staff report with attachments furnishing the requested information.

Subject: Present value of public domain land use by AEC and the present value of AEC improvemtnts on such land. Reference: Letter to the General Manager, AEC, from chairman, House of Representatives Committee on Government Operations dated March 10, 1960, relating to the above subject.

Attached is a tabulation, by States, showing (1) the area, the value as of June 30, 1960, and usage of the public domain land controlled by the Atomic Energy Commission in connection with its operations, (2) the number, classification, and the value as of June 30, 1960, of "Other structures and facilities" constructed on such land by the AEC. The statistical tabulation has been prepared on the basis of information furnished by operations offices using public domain land in accordance with the following instructions:

1. Public domain: For the purpose of the report the term "public domain" was defined as that land within the continental United States title to which was acquired by the United States of America by treaty, conquest, or cession from the original thirteen colonies and such title is still vested in the United States.

2. Present value of public domain land: The values shown cover the surface land only. Our operations offices were advised it was not desired that a formal appraisal be made of such surface land. The value of land reported for this year was based on valuations furnished informally from the Department of the Interior as to the estimated value of public domain lands in 1960. These current valuations, in general, represent the average of all classifications of land in a particular State and consequently differ from last year's report which was based on a particular classification of land.

3. Present value of buildings: That such value could be estimated with sufficient accuracy by taking the total net book cost as of June

30, 1960, for each classification of buildings reported and applying the ratio of Engineering News Record for June 1960 (building or construction) for the applicable geographical area divided by the corresponding Engineering News Record index applicable at the time of construction. The values of "Other structures and facilities" were determined by the same method. In general, this is a cost of reproduction which takes into account depreciation.

General: When "Buildings" and "Other structures and facilities" were located on public domain land and non-public-domain land, effort has been made to pro rate that portion on the public domain land. The value for "Buildings" excludes the cost of equipment which is not capitalized as a part of the cost of the buildings.

There has been no change in the status of the 38,400 acres of land referred to in the last paragraph of the narrative statement accompanying subject tabulation as of June 30, 1958.

In addition to those buildings, and other structures and facilities administered by the Idaho Operations Office and located upon the referenced land area; the above "Buildings," and "Other structures and facilities" statistics include also certain identical items which are administered by the Chicago Operations Office, Lockland Aircraft Reactor Operations Office, and the Pittsburgh Naval Reactors Operations Office.
