Transfer of inmates.-1. That the governor of the State of Indiana is hereby authorized and empowered to cause the transfer of any ward or inmate of any penal, benevolent, charitable or reformatory institution of said state to any other state institution, at any time, in his discretion, upon petition filed with him, by the superintendent or officer in charge of any such institution; provided, such transfer shall not increase any punishment or lengthen the time of servitude of any person so transferred.

3492a. Trustees to constitute board to aid.-1. That the board of trustees of the Indiana school for the blind shall constitute a board to perform the duties imposed by the provisions of this act under the name of the board of industrial aid for the blind.

3492b. Register of blind.-2. It shall be the duty of the board to prepare and maintain a complete register of the blind in the state of Indiana, which shall describe the condition, cause of blindness, capacity for educational and industrial training of each, together with such other facts as may seem to the board to be of value.

3492c. Secure employment.-3. The board shall act as a bureau of information and industrial aid, the object of which shall be to aid the blind in finding employment and to teach them industries which may be followed in their homes, and to provide such means for the development of such industries and for the marketing of the products thereof as may seem to the board to be expedient.

3492d. Workshops for blind.-4. The board may establish schools for industrial training of the adult blind, and workshops for the employment of suitable blind persons and shall be empowered to equip and maintain the same, to pay such blind persons employed in such workshops suitable wages and to devise means for the sale and distribution of the products thereof. The board may also provide or pay

for, during their training, temporary lodging and support for pupils or workmen received at any industrial school or workshop established by it.

3492e. Visiting the blind.-5. The board may ameliorate the condition of the blind by promoting visits among the blind in their homes for the purpose of instruction, and by such other methods as may seem to the board to be expedient, and by co-operating with the state library in facilitating the circulation of books for the blind.

3492f. Acquiring property.-6. The board with the approval of the governor is hereby empowered to acquire by gift, bequest or purchase, any property real or personal, and to administer and use the same in harmony with the purpose of this act. The power and authority is hereby given to said board with the approval of the governor to alienate any property so acquired and invest and reinvest any and all proceeds thereof, and to receive the rents, profits, or interests accruing from such property and to erect and maintain such buildings or structures as in its judgment may be desirable or necessary for the purpose of the board.

3492g. Appointment of assistants.-7. The board may appoint such officers, agents and assistants as may be necessary, and fix their compensation within the limits of the annual appropriation; but no person so appointed shall be a member of the board. The board shall make its own by-laws, and shall prepare an annual report to the governor and the legislature of its proceedings for each fiscal year, embodying therein a properly classified and tabulated statement of its estimate for the ensuing year, with its own opinion as to the necessity or expediency of appropriations in accordance with said estimate. The annual report shall also present à concise review of the work for the preceding year, with such suggestions and recommendations for improving the condition of the blind as may be expedient. The commissioners of public printing, binding and stationery shall print not less than one thousand (1,000) copies of the annual report for the use of the board.

3492h. Investigation of preventable cases.-8. It shall be the duty of the board in making inquiries concerning the cause of blindness, to learn what proportion of these cases are preventable, and to co-operate with the state board of health in adopting and enforcing proper preventive measures.

3492i. Use of earnings.-9. Authority is hereby given to the board to use, in the furtherance of the purpose of this act, any receipts or earnings that may accrue from the operation of industrial schools and workshops, as provided in section four (4) of this act, or from

the sale of products made under its supervision, provided that a detailed statement of receipts, or earnings and expenditures be made monthly to the auditor of state and that all money so received shall be deposited in the state treasury monthly to the credit of the board.

3492j. Appropriation.-10. To enable the board to carry out the provisions of this act, the sum of ten thousand dollars ($10,000) is hereby appropriated annually out of the state treasury and in addition all sums which may have been paid into the state treasury as provided in section nine (9) to be paid on warrants of the auditor of state on vouchers approved by the president of the board.

3492k. Purchase of supplies from blind school by state institutions. -1. That the state institutions, except where similar articles are made therein, and political divisions of the state using supplies such as are produced under the supervision of the board of industrial aid for the blind, shall be required to purchase such articles in the same manner and under the same conditions as articles produced in the Indiana reformatory are now required to be purchased by law.

34921. Descriptive catalog, publishing.-2. It shall be the duty of the board of industrial aid for the blind, from time to time, after the taking effect of this act, to issue a printed descriptive catalogue for the use of the various state institutions and political divisions of the state, showing in detail and by cuts such articles as are or may be produced or manufactured by the persons coming under the supervision of said board for the industrial aid for the blind; and when any such state institutions or political divisions of the State of Indiana are in need of such articles as are described in such catalogue, the board of control, boards of trustees, or boards of managers and the heads of such institutions, boards of county commissioners, township trustees, superintendents of poor asylums and county sheriffs shall make requisition on the board of industrial aid for the blind for such articles as are needed, giving such board a reasonable time to produce or supply the articles required, and shall not purchase any such articles elsewhere, except of the Indiana reformatory, as now provided by law, unless the same can not be furnished by such board of industrial aid for the blind. Such boards and above named officers shall not contract for or pay any bill for any such articles as are made under the supervision of said board of industrial aid for the blind which are shown in the catalogue to be issued as aforesaid, except such articles as are produced or manufactured at the Indiana reformatory, as now provided by law, until a written statement has been

given them that such board of industrial aid for the blind can not furnish such articles.

3492m. Supplemental act.-3. This act shall be construed as supplemental to an act entitled "An act regulating the labor of the inmates of the Indiana reformatory on state accounts, providing for the schooling and the training of the inmates, providing for trades schools, the utilization of the inmates' labor for state account and the disposition of all articles made in such trades schools or on state account, providing that state institutions and political divisions of the state shall purchase certain articles from the management of the reformatory, and providing the necessary appropriation as well as certain other matters relating thereto, and providing penalties therefor," approved March 4, 1905, and all acts amendatory thereto, and the procedure prescribed in the aforesaid act shall, when not otherwise designated, be construed to apply in the purchase and sale of articles produced under the supervisions of the board of industrial aid for the blind.

34920. Trustees constitute a commission.-1. The board of trustees of the Indiana school for the blind shall constitute a commission which is hereby authorized and empowered to carry out the provisions of this act. The members of the commission shall serve without compensation, but all other necessary traveling and other expenses shall be paid.

3492p. Site for industrial buildings, appropriation.-2. The commission is hereby authorized and empowered, by a majority vote, and with the approval of the governor, to acquire by gift or purchase ground to be used as a site for the erection of an industrial building, and other necessary appurtenances for the board of industrial aid for the blind, said ground to be located so as to be convenient to street car line and shipping facilities, and in a good residence district in the city of Indianapolis, and so located as to enable the blind apprentices and employes to secure board and lodging and to purchase small homes at moderate prices. The title to such tract of land shall be good and sufficient, shall be taken in the name of the State of Indiana, and shall be approved by the attorney-general. Upon the selection of the site, such site shall be turned over to the custody of the board of industrial aid for the blind. The board of industrial aid for the blind is hereby authorized and empowered to have plans and specifications prepared and to purchase materials and contract for labor necessary or award contracts for the construction, on said

ground, of a modern, fireproof industrial building and such other buildings appurtenant thereto as shall be suitable for carrying out the purposes contemplated in an act entitled "An act creating a board of industrial aid for the blind, providing for its powers and duties and providing for improving the conditions of the blind," approved March 5, 1915, and acts amendatory thereof and supplemental thereto.

In order to carry out the provisions pertaining to the purchase of ground and the construction of an industrial building and other necessary appurtenances, for the board of industrial aid for the blind, there is hereby appropriated out of the state treasury the sum of one hundred thousand dollars ($100,000) to be available October 1, 1922, and any balance remaining of such sum after the purchase of grounds and the construction of buildings as herein contemplated shall be used in the purchase of equipment for such industrial building. Section 3 of the above act provides that the act be in force and effect from and after its passage. See section 3492a et seq.

Any feeble-minded person between the ages of 6 and 16 years may be committed to the Indiana school for feeble-minded youth by the circuit court of the county in which such feeble-minded person has legal settlement and any such cause shall be heard in chambers.
