within the thirty days prior to the date of application for thansfer, is furnished. If such proof is not furnished within the above stipulated time, a fee of two dollars ($2) shall be paid for recording each transfer. In case of loss or destruction of original certificate of enrollment, a duplicate may be issued upon the payment by the applicant of one dollar ($1) and filing with the secretary of the board an affidavit stating the facts relative to such loss or destruction. All such fees received by the secretary of the stallion enrollment board shall be paid by him to the director of the Indiana agricultural experiment station of Purdue university, who shall pay the same into the treasury of said university to be held as a special fund, the board of control of which shall expend the same upon the request and recommendation of the stallion enrollment board, and the director of the said experiment station, on proper vouchers to be filed with the auditor of state in carrying out the provisions of this act, and in meeting all necessary expenses of inspection and enrollment of pedigrees and issuance of certificates of enrollment; publishing reports, bulletins or circulars containing lists of stallions enrolled; publishing and disseminating information pertaining to horse breeding and management; encouraging the horse breeding interests of the state; and for any other expenditures that may be necessary to carry out the purposes and enforce the provisions of this act. The director of the said experiment station shall include in his annual report to the governor, a classified report showing the total receipts and expenditures of all fees received under the provisions of this act.
