3258a. Bloodhounds exempt from taxation.-1. That all registered bloodhounds that are used or kept for the purpose of detecting crime, or apprehending criminals, when so used or kept for such purpose, shall be exempt from taxation.

3269. Claims for damages, appraisement.

The statutory requirement as to reports of sheep damaged by dogs is mandatory. Eddy v. Honey Creek Tp., 63 App. 527, 114 N. E. 783.

The report as to sheep damaged by dogs must be made within ten days after injuries, regardless of the time of the death of any of such sheep. Eddy v. Honey Creek Tp., 63 App. 527, 114 N. E. 783.

3273a. Hog cholera, care to prevent spread.-1. That it shall be

unlawful for any person, firm or corporation owning or controlling swine that have hog cholera or any other infectious disease to suffer or allow them to run at large upon any public highway or in any lots, pastures or fields of another, or allow such diseased swine to expose unnecessarily other swine to such disease by allowing them to run at large in fields adjoining pastures or fields owned by other persons, firms or corporations and in which other hogs are confined, or to allow such diseased swine to expose unnecessarily other swine by allowing them access to running water that may flow through lots or pastures in which such other swine may be confined, and it shall be the duty of any such person, firm or corporation owning or controlling such diseased hogs to provide for the safe and proper confinement and isolation of said hogs while affected with such disease.

This act amends section 3273a of the Revised Statutes of 1914.

3273c. Railroads-Cars-Disinfection.-3. Upon order of the live stock sanitary board, it shall be the duty of all railroad companies or any common carrier operating in this state to thoroughly cleanse and disinfect all cars in which swine are shipped to any point within this state immediately after unloading the swine from the cars, and before said cars are shipped from the point where unloaded and before said cars are reloaded. And it shall be the duty of stock yard, fair and stock show associations and railroad companies or any common carrier to thoroughly cleanse and keep cleansed and disinfected all pens into which swine are unloaded and in which they are kept. That all crates in which swine are brought to fairs and stock shows shall be thoroughly cleansed and disinfected immediately by persons in charge of said pens and stock shows, on their being received. And it shall be the duty of the person or persons in charge of such fairs and stock shows to require and take from the proposed exhibitor an affidavit that to the best of his knowledge, the swine exhibited have not, within the past five (5) weeks, been exposed to any infectious disease, such exposures meaning direct or indirect contact with said class of disease by placing said swine in the same pens or pastures with, or in adjoining pens or pastures, to swine affected with an infectious disease, or in pens or pastures where swine so diseased have been kept six (6) months previous to the date of the affidavit; that he did before shipping the swine wash them with a disinfectant, and that the crates or stock car in which said swine were shipped were thoroughly cleansed and disinfected before being used for the transportation of said swine: Provided, however, That the provisions of this section, requiring that the proposed exhibitor be required to make affidavit showing that the swine exhibited have not been exposed

to any infectious disease within the past five (5) weeks, shall not be required of an exhibitor having in his possession an affidavit showing that the swine owned by him or in his charge have been vaccinated by serum produced by the Dorset-Niles method, four (4) weeks previous to the opening date of said fair or stock show. This section amends section 3273c Revision of 1914.

3277a. State live stock sanitary board.-1. There is hereby created a state live stock sanitary board which shall consist of five (5) members, to be appointed by the governor, two (2) of whom shall be reputable veterinarians who are graduates of a recognized veterinary college of good repute, who are licensed to practice veterinary medicine or surgery in the State of Indiana, and who shall have not less than three years' experience as practicing veterinarians, and three (3) of whom shall be experienced and successful raisers of live stock and who are actually engaged in live stock production during their service as members of the board. The two (2) veterinary members of the board shall not be adherents of the same political party. No member of the board shall be directly or indirectly interested as director, officer, salesman or employe in any company, firm or corporation engaged in the manufacture or sale of any commercial, live stock product, bi-product, or biological product affecting the live stock industry. Nor shall all three (3) raisers of live stock who are members of the board be adherents of the same political party. In the first instance, and upon the taking effect of this act, the governor shall appoint one (1) live stock raiser and one (1) veterinarian, who shall hold office for one (1) year; and one (1) live stock raiser and one (1) veterinarian who shall hold office for two (2) years; and one (1) live stock raiser who shall hold office for three (3) years. Thereafter all members of the board shall be appointed for terms of three (3) years; and all members so appointed shall serve until their successors are appointed and qualified. The governor shall fill any vacancy occurring in the membership of the board and may remove any member of the board after a hearing for cause. The members of the board shall serve without compensation, but shall be entitled to receive their traveling and other necessary expenses when engaged upon their official duties.

This section amends section 1, Acts 1919, p. 749.

3277b. State veterinarian, appointment.-2. Within ten (10) days after the appointment of the members of the state live stock sanitary board, the board shall meet and elect a president and vice-president from among their number each of whom shall serve for one (1) year, and appoint a secretary and executive officer, not a member of the

board, who shall be a graduate of a regularly organized and recognized veterinary college and who shall have had not less than five (5) years' experience as a practicing veterinarian. The secretary and executive officer of said board shall be known as the state veterinarian, and the secretary of the veterinary examining board as hereinafter provided and he shall be appointed for a period of one (1) year or until his successor is appointed and qualified. The state live stock sanitary board shall appoint one (1) assistant state veterinarian and such other deputies, assistants and employees as may be necessary in carrying out the provisions of this art. The salaries of the state veterinarian, the assistant state veterinarian and of all other deputies, assistants and employees shall be fixed by the board with the approval of the governor; Provided, That any of them may, at any time, be removed from office by a majority vote of the board. In addition to their salaries, the state veterinarian, the assistant state veterinarian, and all deputies, assistants and employees shall be entitled to receive their necessary traveling and hotel expenses while engaged in their official duties; but, in no case, shall any such state veterinarian, assistant, deputy or employe charge, receive or collect any fee or fees for any services rendered as such officer, assistant, deputy or employe. All rights, powers and duties, now conferred by law on the state veterinarian, in so far as such rights, powers and duties are not inconsistent with the provisions of this act, are hereby transferred to and conferred upon the state live stock sanitary board and state veterinarian as provided for in this act.

This section amends section 2, Acts 1919, p. 749.

3277c. Meetings, rules and regulations.-3. The live stock sanitary board shall hold quarterly meetings at the seat of government in the months of January, April, July and October and may hold special meetings in cases of emergency upon the call of the president or a majority of the members of the board. It shall report its proceedings, expenditures, and recommendations to the governor, annually, which report shall be published and distributed by the state. Three (3) members of the board shall constitute a quorum to transact business: Provided, That one of the three is a veterinary member of the board. The state live stock sanitary board, shall, from time to time, establish such rules and regulations as may be necessary to carry out the provisions of this act, to secure the prevention, control and suppression of any or all dangerous, contagious, communicable or infections deseases [diseases] peculiar to domestic animals, and to prescribe the construction and provide for the operation of rendering plants for disposal of dead animals, and such rules and regulations, when promulgated as hereinafter provided, shall have the force and
