The subcommittee met, pursuant to notice, at 10:30 a.m., in room 1310, Longworth House Office Building, Hon. Abraham J. Multer (chairman of the subcommittee) presiding. Present: Representatives Multer, Smith of California, and Robison. Also present: Representative Kluczynski, of the full committee; Henry A. Robinson, subcommittee counsel; Myrtle Ruth Foutch, clerk; John J. Williams, minority counsel; and Eugene W. Loehl, assistant minority counsel. Mr. KLUCZYNSKI (presiding temporarily). The meeting will begin. I am sorry that the chairman has been delayed, but he is expected to appear shortly. We will begin the meeting by my reading the opening remarks of the chairman, Mr. Multer. Today, Subcommittee No. 2, the Government Procurement Subcommittee of the House Small Business Committee, resumes the public hearings held last November to review Government small business procurement practices. The testimony, reports, and statistical data furnished by the military departments and the major civilian Government procurement agencies in the November hearings are now published as part I of these hearings and copies may be obtained upon request. The current hearings cover the private industry phase. Witnesses will testify today on behalf of National Oil Jobbers Council, American Oil Co., National Air Carrier Association, and the National Association of Wholesalers. The statements of these witnesses are being forwarded to the Government agencies involved, with requests for their comments. At a later date to be announced, we expect to take testimony of witnesses on behalf of Strategic Industries Association, North American Aviation Co., and the Martin Co. We received many complaints from small concerns and trade associations regarding Government procurement practices. In all appro |
