Senator ANDREWS. The subcommittee will come to order.

Today at our first hearing we have the privilege of having the newest confirmed Cabinet officer here before us. I told her a moment ago she brings a good deal of class to the act. Tragically she is followed by the same old "goats" that have been coming up with the Secretary of Transportation for a good long time.

Madam Secretary, it is a privilege to have you here. We appreciate your visits in the past and look forward to working with you in the months to come.

I don't have an opening statement. I assume my colleague from Florida has an opening statement.

STATEMENT OF SENATOR CHILES

Senator CHILES. Mr. Chairman, I do, but it is constructed so well that I wouldn't want to embarrass you by having to go through it; so I will put it in for the record and join with you in welcoming Secretary Dole. I think that Secretary Dole certainly adds to the Department of
