Do you have any plans for which you would anticipate expanding the use of clean-coal technology beyond its current level of activity? Ms. O'LEARY. It is clear to me that the program requires expansion, or at least into round six. I believe that President-elect Clinton is on the record in support of that. I think our dilemma will be, as we now know all budget items will be on the table certainly for fiscal year 1994, how to live up to the commitment to provide more for conservation and alternative technologies and the development of natural gas markets, and at the same time support what is ongoing. And that will be one of my dilemmas, if I am confirmed, and I understand it and commit to take that on, and hopefully satisfy the needs of the Nation and satisfy this committee as well.

Senator SPECTER. So, the long and short of it is you would like to apply more resources to clean-coal technology if you can find the money?

Ms. O'LEARY. The long and short of it is I know I have to rework the budget in support of all elements within the President's plan. I am very sensitive to the need to continue that clean-coal project. And, beyond that, I am a little uncomfortable going further at this moment, Senator Specter.

Senator SPECTER. All right. Well, perhaps we can do that when the appropriations process comes. While I am a new member on this committee, I have been on Appropriations for 12 years, so perhaps I can help you there.

Ms. O'LEARY. It sounds like a good place to do it.

Senator SPECTER. Thank you.

There was an interesting quotation from a Minnesota paper relating to the siting of nuclear waste disposal locations. And this is a very important question in Pennsylvania. Right now, we are battling with a number of locales where local municipalities, local people do not want the units. And there has to be some provision for disposal.

But this is a quotation from a New York Times article which said, quote, critics said, and the reference is to Northern States Power, suppressed public debate by intimidating Minneapolis television stations into refusing to broadcast advertisements opposing the storage site, closed quote.

Do you have a recollection of that quotation which appears in the Times on January 9, of this year?

Ms. O'LEARY. I have a recollection of that language, not specifically that quotation coming from that newspaper.

Senator SPECTER. Could you tell us what happened there and what activities were undertaken by Northern States Power, if any, in trying to limit public debate on the storage site?

Ms. O'LEARY. I can tell you quite forcefully and without equivocation that Northern States Power has never done anything to attempt to close down the free flow of advertisement in any form of media.

With respect to the allegation, Senator Specter, you know, I would have to surmise, I would have to try to think what people, others, were thinking, but what I can tell you, without a doubt, is that was one of the units, through a vice president, that reported to me at Northern States Power, but never did we undertake to stop the free flow of information through the media.

Senator SPECTER. So there was no effort to get a Minneapolis television station to refuse to broadcast opposing advertisements?

Ms. O'LEARY. Absolutely none, Senator.

Senator SPECTER. Well, the hour is late, and I said to Senator Wallop, our ranking member, that I would be relatively brief. I think I have been at this point. I know there has been a very extended hearing, because I joined you at 9:30, when you started. So I will conclude my questions at this point, and restate my congratulations to you on your designation.

Senator WALLOP. I would say to the Senator, too, that if you wish to submit any more written questions, I am sure the nominee would be pleased to respond to those.

Senator SPECTER. Would you be pleased to get some more written questions?

[Laughter.]

Ms. O'LEARY. I would be delighted to receive them, sir.

Senator WALLOP. Ms. O'Leary, let me add my admiration to the way you have conducted this testimony this morning.

Ms. O'LEARY. Thank you, Senator.

Senator WALLOP. I very much like the way that you do not back off when you have clearly articulated views that are already in public, and it is refreshing.

Thank you.

Ms. O'LEARY. Thank you, sir.

Senator WALLOP. The committee stands adjourned. [Applause.]
