DEAR SIR-I have the honor to transmit herewith a report of the operations and condition of the City Treasury and of the Sinking Funds for the year ending December 31, 1899.

This report shows the receipts and expenditures during the year, and the sources and objects thereof.

It is accompanied by the following statements, viz.:

I.—Bonds and stocks issued during the year 1899, showing

(a) Title of bonds and stocks.

(b) Purpose for which same were issued.

(c) Authority for the same.

(d) Rate of interest.

(e) Amount issued.

II.-Distribution of cash balances December 31, 1899, in the various City depositories, to the credit of the City Treasury and the Sinking Funds.

III.-Expenditures in detail during the year 1899, on account of appropriations made by the Board of Estimate and Apportionment of the Mayor, Aldermen and Commonalty of The City of New York (now boroughs of Manhattan and The Bronx), for the year 1897 and previous years-Statement "A," Schedule I.

IV. Expenditures in detail during the year 1899 on account of appropriations made by the Board of Estimate and Apportionment of The City of New York (Greater New York) for the year 1898-Statement "A," Schedule II.

V.-Appropriations made by the Board of Estimate and Apportionment of The City of New York (Greater New York) for the year 1899 for the support of The City of New York, the County of New York, the County of Kings, the County of Queens and the County of Richmond, and expenditures on account thereof during said year-Statement "A," Schedule III.

VI.-The City Debt (Statement "B"), showing

(a) Amount of bonds and stocks outstanding December 31, 1898, and amounts declared valid and recorded on the books of the Department of Finance during the year 1899.

(b) Amounts issued during the year 1899.

(c) Amounts redeemed and cancelled during the year 1899.

(d) Amounts outstanding December 31, 1899.

(e) Amounts held by the Commissioners of the Sinking Fund, December 31, 1899, as

investments.

This report is submitted in advance of the annual report to be hereafter issued in the usual form adopted by the Department of Finance, which will be prepared and submitted to you at as early a date as possible, and will contain, in addition to the information given in the accompanying report, extensive statistical data in relation to receipts and expenditures and the City Debt.
