Basis of Payment

215.05 The accepted quantities of fiber glass roving determined as provided above, will be paid for at the contract price per unit of measurement for the pay item listed below, which price and payment will be full compensation for furnishing and placing all materials, labor, tools and incidentals necessary to complete the work prescribed in this section.

Section 300.

BASE COURSES

Section 301.—PLANT-MIX BITUMINOUS BASE COURSE

301.01

Description

This work shall consist of aggregate and bituminous material mixed in a central plant and spread and compacted on a prepared surface in accordance with these specifications and in reasonably close conformity with the lines, grades, thicknesses and typical cross sections shown on the plans or established by the Engineer.

Materials

301.02 The materials and their use shall conform to the requirements of subsections 401.02 through 401.06 except aggregates shall conform to the quality requirements of subsection 703.06 and aggregate gradation shall conform to the requirements of Table 301-1 for the grading designation shown in the bid schedule. The amount of bituminous material to be added to the mix shall be between 5 and 8 percent by weight of the total mixture, with the actual amount determined by the test procedure outlined in AASHTO T-246. The type of bituminous material will be specified in the special provisions.

301.03 General. The construction requirements shall be as prescribed in subsections 401.07 through 401.24 inclusive. However, the requirement for plant screens (para. 2.5 of AASHTO M-156) for plants with pugmill type mixers, except to remove oversize material, is deleted and the requirement for divided bins (para. 2.6 of AASHTO M-156) is deleted. 301.04 Acceptance Sampling and Testing of Bituminous Mixtures (Gradation and Bituminous Content). Acceptance procedures shall be in accordance with subsection 401.21, except that the Acceptance Schedule and lot pay factors will be those shown in Tables 301-2 and 301-3.

301.05 Plant-mix bituminous base course will be measured as prescribed in subsection 401.25.

Basis of Payment

301.06 The accepted quantities of plant-mix bituminous base course, complete in place, determined as provided above will be paid for at the contract unit price, except that pay factors will be applied to the contract unit price in accordance with subsections 301.04 and 401.22. Acceptance or rejection of defective bituminous material will be in accordance with subsection 702.04. When specified, bituminous material will be paid for by the ton or by the gallon. Payment for the mixture and, if specified, bituminous material will be full compensation for the work of this section.

Section 302.—EMULSIFIED ASPHALT BASE COURSE

Description

302.01 This work shall consist of constructing one or more courses of a mixture of aggregate and bituminous material on a prepared surface in accordance with these specifications and in reasonably close conformity with the lines, grades, thickness and typical cross sections shown on the plans or established by the Engineer.

Materials

302.02 Composition of Mixtures. The emulsified asphalt base shall be composed of a mixture of aggregate, additives and water if required, and emulsified asphalt. The proportions so established will be known as the job-mix formula.

302.03 Materials. The type and grade of emulsified asphalt will be specified in the contract.

The percentage of emulsified asphalt in the mixture will vary between 4 and 10 percent by weight of the total mix. The exact percentage to be used will be fixed by the Engineer on the basis of laboratory tests and analysis of the aggregate. The residual asphalt allowable tolerance shall be ± 0.5 percentage points from the job-mix formula.

Application temperature shall conform to subsection 702.05 for the material specified. The exact temperature to be used shall be fixed by the Contractor, and thereafter shall be maintained within plus or minus 15°F. of the fixed temperature.

Samples of aggregate, bituminous material, and bituminous mixture will be taken in accordance with Section 401.

Materials shall conform to the requirements of the following subsections:

When aggregates are produced and stockpiled prior to mixing, the stockpiles shall be constructed in accordance with Subsection 106.06, and covered or otherwise protected from precipitation.

Sampling and Testing. Sampling and testing shall be in accordance with the following standard methods of AASHTO:

302.04 Weather Limitations.. Emulsified asphalt base shall be placed on accepted subgrade or subbase. The mixture shall not be placed when weather conditions prevent handling or finishing. The temperature of the ground and the air temperature in the shade shall be 40°F or more.
