Section 411.-BITUMINOUS PREMIX SURFACING

Description

411.01 General. This work shall consist of furnishing and placing a premixed bituminous surfacing on a prepared roadbed in accordance with these specifications and in reasonable close conformity with the lines, grades, and typical cross section shown on the plans.

Materials

411.02 Bituminous Mixture. The bituminous mixture shall be composed of crushed stone or gravel and asphalt cement mixed in an approved hot plant. The gradation and quality of the aggregate and the grade and quality of asphalt cement shall conform to those normally used locally in the construction and maintenance of highways by Federal, State or County agencies.

The mixture furnished shall exhibit a minimum dry compressive strength of 200 psi and a minimum retained strength of 70 percent when tested in accordance with AASHTO T165. Bituminous premix surfacing will be accepted by certification furnished by the Contractor in accordance with subsection 106.03. The certificate of compliance shall state whose specifications the bituminous premix surfacing materials will conform to and shall include the strength, quality and gradation requirements applicable thereto.

The Engineer may conduct quality control reviews to determine the reliability of the certifications. If the reviews indicate that the certifications are not reliable, acceptance by certification will be discontinued. Materials furnished will be accepted or rejected in accordance with subsection 106.08 and subsequent materials furnished will be sampled, tested and accepted prior to incorporation into the work. All costs to the Government for sampling and testing may be charged against the contractor and may be deducted from the payment for the work.

Construction Requirements

411.03 Weather Limitations. Bituminous premix surfacing shall be placed in accordance with the weather limitations set forth in subsection 401.11, unless otherwise authorized in writing by the Engineer.

411.04 Placing and compacting. Laying and finishing shall be performed by the use of either approved self-propelled laying machines or self-propelled blade graders, and compacted by rolling to the thickness shown on the plans.

Where connections to existing pavements are to be made, the joint shall be made vertical to the depth of the new surfacing. The edge of the joint shall be tacked with bituminous material prior to placing the new surfacing.

411.05 Surface Requirements. When directed by the Engineer, the surface shall be tested with a 10-foot straightedge furnished and operated by the Contractor. The variation of the surface from the testing edge of the straightedge between any two contact points shall not exceed 3 inch.

Any irregularities of the surface exceeding the above limits and any areas found defective in texture or composition shall be corrected, including removal and replacement of the unsatisfactory material, at the Contractor's expense in a manner approved by the Engineer.

Method of Measurement

411.06 Bituminous premix surfacing will be measured by the ton.

Basis of Payment

411.07 The quantities, determined as provided above, will be paid for at the contract price per unit of measurement for the pay item listed below that is shown in the bid schedule, which price and payment shall be full compensation for furnishing and placing all materials, including all labor, equipment, tools, and incidentals necessary to complete the work prescribed in this section.

412.01 This work shall consist of furnishing and applying on an approved surface, a dust palliative in accordance with these specifications and in reasonably close conformity with the lines, grades, typical sections shown on the plans or established by the Engineer.

Materials

412.02 Dust Palliatives. The material shall be the type and grade specified in the contract and shall conform to the following subsections:

Emulsified asphalt

Dust oil..

Application temperatures of the material shall conform to Subsection 702.05. When a slow setting emulsified asphalt is specified, water shall be added to the asphalt emulsion material and thoroughly mixed therewith in such proportion that the resulting mixture will contain from 10 to 40 percent by volume of residual material. The exact proportions will be determined by the Engineer.

Construction Requirements

412.03 Weather Limitations. Dust palliatives shall be applied when the atmospheric temperature in the shade is above 50°F and steady or rising, and when the weather is not foggy or rainy.

412.04 Equipment. Equipment for applying the dust palliative shall be a distributor meeting the requirement of subsection 410.05. The distributor shall also be equipped with a hose and nozzle attachment to cover areas in accessible to the distributor and for touch up work.

412.05 Preparation of surface. Prior to application of the dust palliative the surface shall be in accordance with the applicable requirements of subsection 410.06.

412.06 Application of dust palliative. The application of the dust palliative shall be in accordance with the applicable requirements of subsection 410.08.

Method of Measurement

412.07 Dust palliative will be measured by the ton or gallon as provided in the bid schedule.

Basis of Payment

412.08 The accepted quantities of dust palliative, determined as provided above, will be paid for at the contract price per ton or gallon; which price and payment will be full compensation for the work of this section.

417.01 This work shall consist of constructing a bituminous plant mix surfacing course on a prepared base in accordance with these specifications and in reasonable close conformity with the lines grades, thicknesses and typical cross section shown on the plans or established by the Engineer.

Materials

417.02 (a) Composition of the Mix. The bituminous plant mix surfacing shall be composed of a mixture of aggregate, chemical additives if required by the job mix formula, and bituminous material of the type shown in the bid schedule.

(b) Job Mix Formula. After a representative quantity of aggregate has been produced and not less than 10 days before production of plant mix surfacing begins, the contractor shall submit to the Engineer his proposed job mix formula. Representative samples shall then be taken of the stockpiled material and the final job mix formula established by the Engineer

based upon a standard laboratory design procedure. The mixture is expected to exhibit a minimum dry compressive strength of 200 psi and a minimum 70% retained strength when tested in accordance with AASHTO T 165.

The job mix formula shall include definite single values for:

(1) The percentage of aggregate passing each specified sieve, based on the dry weight of

the aggregate.

(2) The percentage of bituminous material to be added, based on the total weight of the mixture.

(3) Kind and amount of chemical additives (anti-stripping, hydrated lime, etc.) as established by the design procedure.

(4) Maximum theoretical density.

The job mix formula shall also include temperature ranges for the bituminous material at the point of mixing with the aggregates and bituminous mixture at the paving machine. (c) Materials for testing. In addition to the aggregate sample furnished in (b) above, the Contractor shall furnish the Engineer with five gallons of the proposed asphalt cement including viscosity-temperature relation tables, and one-half pint of anti-strip additive normally used by his supplier.

Should a change in sources of material be found necessary or the job mix formula be found unsatisfactory a new job mix formula will be established.

417.03 Materials. Materials shall conform to the following subsections:

Construction Requirements

417.04 General construction requirements shall be as prescribed in subsection 401.07 through 401.24.

Method Of Measurement

417.05 Bituminous Plant Mix Surfacing will be measured as prescribed in subsection 401.25.

The quantity of mineral filler to be paid for shall be the number of tons accepted and used in the work. No deduction in the weight of the bituminous mixture will be made for the weight of the mineral filler in the mixture.

Basis of Payment

417.06 The accepted quantities, determined as provided above, will be paid for at the contract price per unit of measurement, respectively, for each of the pay items listed below and shown in the bid schedule except that Bituminous Plant Mix Surfacing accepted but not meeting specifications will be paid for at the reduced price stipulated in Subsection 401.21. These prices and payments shall be full compensation for furnishing and placing all materials, including all labor, equipment, tools and incidentals necessary to complete the work prescribed in this section except anti-stripping additive ordered by the Engineer will be paid for as provided in Subsection 109.09.

Section 500

RIGID PAVEMENT

Section 501.-PORTLAND CEMENT CONCRETE PAVEMENT

Description

501.01 This work shall consist of a pavement composed of air-entrained portland cement concrete, with or without reinforcement as specified, constructed in accordance with these specifications and in reasonably close conformity with the lines, grades, thicknesses, and typical cross sections shown on the plans or established by the Engineer.

Materials

501.02 Materials shall meet the requirements of the subsections noted.

501.02(A) Classification. Portland cement concrete shall be classified as follows:

(a) RB-Concrete used in rigid bases.

(b) PRP (AE)—Plain rigid pavements.

(c) RRP-Reinforced rigid pavements.

The concrete shall meet the requirements for each class as specified in Table 501-1. The specified class or classes of portland cement concrete to be used shall be as shown on the plans or as called for in the specifications.

501.03 Proportioning. The Contractor shall design the concrete mix based on an absolute volume method such as outlined in the American Concrete Institute (ACI) Standard 211.1, "Recommended Practice for Selecting Proportions for Normal and Heavyweight Concrete," or Bulletin No. 11, "A Method of Proportioning Concrete for Strength, Workability, and Durability," by the National Crushed Stone Association. The mix shall conform to the requirements of Table 501-1.

The designer shall consider the use of lean concrete (econocrete) mixtures using local materials or specifically modified conventional concrete mixes in base courses and in the lower course of composite, monolithic concrete pavements using a minimum of two inches of conventional concrete as the surface course.

The mix design as submitted to the Engineer for approval shall be accompanied with certified test data from an approved laboratory demonstrating the adequacy of the mix design. A change in the source of materials during the progress of work may necessitate a new mix design.
