Washington, D.C. The subcommittee met, pursuant to notice, at 11 a.m., in room 6226, irksen Senate Office Building, Senator Strom Thurmond presiding. Staff present: Richard Schultz, counsel; Robert J. Short, investigar; David Martin, analyst; and A. L Tarabochia, investigator Senator THURMOND. The committee will come to order.

The Subcommittee on Criminal Laws and Procedures meets today o receive the testimony of Mr. Quinlan J. Shea, Jr., Director of the ffice of Privacy and Information Appeals of the Department of ustice, who will present views, in behalf of the Department of Justice, elating to the erosion of law enforcement intelligence gathering capailities and its impact on the public.

Mr. Shea, if you will stand and be sworn, please?

Mr. SHEA. Mr. Chairman, I would like to introduce my Deputy Director, Mr. Richard M. Rogers.

To avoid problems it might be a good idea to have him sworn as well.

Senator THURMOND. Do you swear that the evidence you will give n this matter will be the truth, the whole truth, and nothing but the ruth, so help you God?

TESTIMONY OF QUINLAN J. SHEA, DIRECTOR OF THE OFFICE OF PRIVACY AND INFORMATION APPEALS, OFFICE OF THE DEPUTY ATTORNEY GENERAL

Mr. SHEA. Thank you, Mr. Chairman.

Mr. Chairman and members of the subcommittee, I am Quinlan J. Shea, Jr., Director of the Office of Privacy and Information Appeals, Office of the Deputy Attorney General. I appreciate the opportunity to appear before you today on behalf of Attorney General Bell to provide the views of the Department of Justice regarding the impact of the Freedom of Information and Privacy Acts on the criminal justice law enforcement process.
