(which he erroneously thought was the Tallapoosa). In speaking of the deauthorization he complained about Alabama Power Co.'s activities. As to the deauthorization of the Federal project, he stated:

"Alabama reduced the rates to the cooperatives of Alabama in order to get the deauthorization. As soon as Congress acted on it, the rates came back up again." This statement by Mr. Harrison is untrue. Alabama Power Co. has never increased its rate schedule to cooperatives. The last reduction took place effective as of 1954 and there has been no increase since that time.

All contracts for service between the company and each cooperative which it serves have been filed with and approved by the Alabama Public Service Commission. The commission's records will verify the absence of any rate increase. These contracts also are now all on file with the Federal Power Commission.

STATEMENT BY J. W. WOODRUFF, JR., CHAIRMAN, GEORGIA WATERWAYS COMMISSION

The Georgia Waterways Commission appreciates the opportunity of filing this statement in the record of hearings on the Flint River project, Georgia.

My name is J. W. Woodruff, Jr. I have served as executive director of the Georgia Waterways Commission from December 1953 to April 1963 and have been chairman since the latter date.

The Georgia Waterways Commission was created by an act of the Georgia General Assembly in December 1953. Its primary responsibilities and function are to serve as liaison with committees of the Congress and with Federal agencies who are concerned with the development of the major streams and waterways lying in or serving the State of Georgia. Under such State act, it is the officially designated agency of the State of Georgia for such matters.

The statement is presented in support of the advocacy by former Governor Vandiver and incumbent Governor Sanders of Georgia that the development of the three headwater dams; namely, Spewrell Bluff Dam, Lazer Creek Dam, and Lower Auchumpkee Creek Dam, be authorized as a joint Federal-private project. The benefits to be derived from such joint Federal-private construction will be reflected in greater tax income from the hydroelectric power installations and the beneficiaries will be Federal, State, and local governments.

This measure of support by Georgia Waterways Commission of a joint Federalprivate authorization in no way conflicts with the recommendations of the U.S. Army Corps of Engineers nor with any echelon of State or local government nor with the recommendations and advocacy of river development associations or individual civic organizations within the full reaches of the Flint River Basin.

Our position also is in accord with the recommendation made by the U.S. Study Commission, Southeast River Basins, in its final report_to the President and to the Congress. Such report has been printed as Senate Document 51, 88th Congress, 1st session. Among the duties and responsibilities of the Study Commission, as described in Public Law 85-850, was to recommend the logical agencies to initiate and construct designated projects and programs therein to meet the needs of this area of the Southeast by the years A.D. 1975 and 2000. The Study Commission Report (p. 4-67) specifically recommended the joint Federal, nonFederal development of Spewrell Bluff, Lazer Creek, and Lower Auchumpkee. It is this recommendation which the Georgia Waterways Commission endorses. The Study Commission further recommended that the aforementioned three dams in the upper reaches of the Flint River Basin should be constructed in the early action phase, that is by early 1975, in order to meet the anticipated needs and to provide the necessary benefits which will be realized from these three dams when constructed with their full multipurpose functions.

The Georgia Waterways Commission also endorses the recommendation that these three dams be constructed and be placed in operation promptly and certainly no later than 1975.

STATEMENT OF THE TAYLOR COUNTY COMMISSIONERS, TAYLOR COUNTY, GA.

We, the commissioners of Taylor County, Ga., would like to present this statement into the records of the hearing of the Flint River project, Georgia, so as to show our support of a joint Federal-private development of the three dams in Taylor County and the surrounding areas.

The three dams in question are the Spewrell Bluff Dam, the Lazer Creek Dam, and the Lower Auchumpkee Creek Dam. The Lower Auchumpkee Creek Dam will be located in Taylor County.

There are numerous benefits which will be received if these dams are a joint Federal-private venture. If the hydroelectric power installations are privately financed by the Georgia Power Co., it will mean our county, and the surrounding counties of Talbot and Upson, will receive maximum benefits from increased ad valorem taxes. Your can see since ad valorem taxes would be increased, it is to our benefit to have a joint Federal-private construction of these dams. Your attention in this matter will be greatly appreciated.

STATEMENT BY C. P. SAVAGE, MAYOR, AND THE CITY COUNCIL, MONTEZUMA, Ga.

Being the representatives of the citizens of Montezuma, Ga., the mayor and city council would appreciate the record of the hearings of the Flint River project to read that we are in favor of a joint Federal-private development of the three dams to be located on the headwaters of the Flint River. These dams are the Lower Auchumpkee Creek Dam, the Lazer Creek Dam, and the Spewrell Bluff Dam.

This has been our position in previous experiences and continues to be the position which we are taking. It is our understanding that this joint Federal-private venture has the support of Hon. Carl E. Sanders, Governor of the State of Georgia, and also our former Governor, the Honorable Ernest Vandiver.

Whereas it has been brought to the attention of this public body that the city of Manchester is the largest municipality in close proximity to the western end of the proposed Sprewell Bluff Dam on the Flint River of Georgia, and is vitally interested in the construction of this and other Flint River dams, and

Whereas this entire area of west Georgia will stand to benefit from enhanced tax values, through Federal, State, and local governments, by the construction of hydroelectric power installations at the three headwater dams of the Flint, viz., Sprewell Bluff Dam, Lazer Greek Dam, and Lower Auchumpkee Dam, and Whereas it is the uniform consensus of the people of the Manchester area that the public interest and welfare require that the construction and operation of the aforesaid dams and hydroelectric power installations be authorized as a joint Federal-private project: Now, therefore, the premises considered, be it Resolved by the Board of Commissioners for the City of Manchester, Ga., in all due appreciation for the opportunity to make known the views of their people, as follows:

1. That the construction and operation of the Flint River project consisting of the Sprewell Bluff Dam, the Lazer Greek Dam and the Lower Auchumpkee

Dam, including suitable hydroelectric power installations, be approved and adopted forthwith,

2. That the said Flint River project be authorized and consummated as a joint Federal-private project with highest priority,

3. That a copy of this resolution be spread upon the minutes of this meeting, and

4. That a duplicate original hereof be furnished for the use of Hon. Robert E. Jones, chairman, Subcommittee on Flood Control, House Public Works Committee, House of Representatives, Washington, D.C.

DEAR CONGRESSMAN JONES: With reference to the Flint River, Ga., project about which I presented testimony before your committee on August 4, 1965, I wish to add further to this testimony through the means of this letter.

The Thomaston and Upson County Chamber of Commerce Water Resources Committee, which I serve as chairman and which I represented in my testimony last week and represent in this additional testimony, has gone on record unanimously as favoring full Federal development of the Flint River, Ga.

As further part of this document of additional testimony, I enclose a copy of a news story which appeared in Thomaston today in the Free Press and which explains in greater detail our definite stand on this matter.

May I again express my appreciation to you, Mr. Chairman, and to the committee for the courtesy extended to me and the Thomaston-Upson delegation in Washington at the hearings last week.

We wish, finally and without reservation, to go on record with you and the committee in urging recommended authorization of the Lazer Creek and Lower Auchumpkee Creek projects on Flint River, Ga., with full Federal development. Respectfully submitted.

OFF THE NEUTRALITY FENCE-UPSON RIVER BODY ENDORSES FULL FEDERAL DEVELOPMENT

Full Federal development of the three dams on Flint River bordering Upson received the unanimous endorsement of the Thomaston and Upson County Chamber of Commerce Water Resources Committee here Monday.

The committee had maintained a position of neutrality in the matter of power development on the project until Monday's action.

In a firm statement the committee declared "we are in favor of full Federal development of the three Flint River dams-Spewrell Bluff, Lazer Creek, and Lower Auchumpkee Creek."

A full statement outlining the committee's position will be forwarded to the House of Representatives' Subcommittee on Flood Conrtol to become a part of the record of the hearings before that group concerning Lazer Creek, and Lower Auchumpkee Creek Dams. The local committee appeared before the committee last week in Washington and asked for authorization of Lazer Creek and Lower Auchumpkee Creek. Spewrell Bluff Dam was authorized last year and has now been recommended for funding.

"Full Federal development of the three dams will mean that Upson will be in the midst of a project involving a total of $175 million in Federal funds", a spokesman for the committee said.

It was also pointed out that development of all three projects will produce considerable lakesite tax revenue for Upson and adjoining counties. The shoreline of the three dams will extend from the northwest corner of Upson County to the southeast corner which constitutes nearly half of the county border. "This shore line will afford hundreds of building sites and will produce considerable tax revenue for Upson over the years," the committee spokesman said. “Also the power generated at the three damsites will be wheeled over private powerlines which will also add to Upson tax revenue.'

The committee's position, put before Members of Congress last week in Washington by Hays Arnold, chairman of the committee, asked for immediate authorization to the Lazer Creek and Lower Auchumpkee Creek projects but did not take a stand on full Federal power development. Chairman Arnold, in answer to direct questions from the committee, did say that the committee would not oppose a joint project with Georgia Power Co. developing the power, so long as it did not in any way jeopardize or slow down the project.
