An Act Authorizing the erection for the sole use of the Pan American Union of an office building on the square of land lying between Eighteenth Street, C Street, and Virginia Avenue northwest, in the city of Washington, District of Columbia.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there is hereby authorized and permitted to be erected an office building for the sole use of the Pan American Union on the triangular piece of ground owned by the United States, bounded on the north by C Street northwest, on the east by Eighteenth Street northwest, and on the south by Virginia Avenue northwest, the plans for the said building to be subject to the approval of the National Commission of Fine Arts.

SEC. 2. The Director of Public Buildings and Public Parks of the National Capital is hereby authorized and directed to remove at the proper time the temporary Government buildings now on the site described in section 1.

SEC. 3. The building which may be erected under the authority of this Act shall be exempt from all taxation so long as it is occupied and used for the purposes herein authorized.

Joint Resolution Amending the Act entitled "An Act authorizing the erection for the sole use of the Pan American Union of an office building on the square of land lying between Eighteenth Street, C Street, and Virginia Avenue northwest, in the city of Washington, District of Columbia," approved May 16, 1928.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act entitled "An Act authorizing the erection for the sole use of the Pan American. Union of an office building on the square of land lying between Eighteenth Street, C Street, and Virginia Avenue northwest, in the city of Washington, District of Columbia," approved May 16, 1928, is hereby amended by striking out in section 1 the words "bounded on the north by C Street northwest, on the east by Eighteenth Street northwest, and on the south by Virginia Avenue northwest," and inserting in lieu thereof the words "bounded on the north by Virginia Avenue northwest, on the south by B Street northwest, and on the west by Nineteenth Street northwest."

Joint Resolution To grant authority for the erection of temporary build. ings at the headquarters of the American Red Cross, Washington, District of Columbia.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That authority be, and is hereby, given to the Commission on Memorial to Women of the Civil War to grant permission, under such conditions and restrictions as it may deem necessary, to the central committee of the American Red Cross to erect upon square numbered one hundred and seventy-two, in the city of Washington, a temporary building or buildings for the use of the American Red Cross in connection with its work in cooperation with the Government of the United States: Provided, That any building or buildings which may be erected under this authority shall be removed and the site or sites thereof placed in good condition within three years from the date of the approval of this resolution, unless otherwise especially provided by Congress: Provided further, That the United States shall be put to no expense of any kind by reason of the exercise of the authority hereby conferred. Joint Resolution To authorize the American National Red Cross to continue the use of temporary buildings now erected on square numbered 172, Washington, District of Columbia.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That authority be, and is hereby, given to the central committee of the American National Red Cross to continue the use of such temporary buildings as are now erected upon square numbered 172, in the city of Washington, for the use of the American Red Cross in connection with its work in cooperation with the Government of the United States: Provided, That any building or buildings the use of which is extended under this authority shall be removed and site or sites thereof placed in good condition not later than December 31, 1926: Provided further, That the United States shall be put to no expense of any kind by reason of the exercise of the authority hereby conferred. Joint Resolution To grant authority for the erection of a permanent building at the headquarters of the American National Red Cross, Washington, District of Columbia.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That authority be, and is hereby, given to the American National Red Cross to erect upon square 172, in the city of Washington, District of Columbia, in replacement of the temporary building or buildings erected on such lot under Public Resolution Numbered 3, Sixty-fifth Congress (S. J. Res. 61), a permanent building for the use of the American National Red Cross in connection with its work in cooperation with the Government of the United States.

SEC. 2. That there is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $350,000 as a part contribution to the erection of said building, which sum shall not be available until a like sum has been provided out of the funds of the American National Red Cross.

SEC. 3. That the money hereby authorized to be appropriated shall not be paid until the plan of the proposed building shall have been approved by a commission consisting of the chairman of the central committee of the American National Red Cross, the Secretary of War, the chairman of the Senate Committee on the Library, and the chairman of the House Committee on the Library. The plans of said building shall likewise be approved by the Commission of Fine Arts and erection thereof shall be under the supervision of the Director of Public Buildings and Public Parks of the National Capital.

SEC. 4. That the cost of the removal of the temporary building or buildings shall be borne by the American National Red Cross without expense to the United States.

SEC. 5. That said permanent building shall remain the property of the United States but under the supervision of the Director of Public Buildings and Public Parks of the National Capital, and the American National Red Cross shall at all times be charged with the responsibility, the care, keeping, and maintenance of said building without expense to the United States.
