PERMANENT COURT OF ARBITRATION 1

The Secretary General of the Permanent Court of Arbitration informed the Secretary of State by a communication dated August 2, 1937, that the Brazilian Government has renewed the mandate of Mr. Prudente de Moraes as a member of the Permanent Court of Arbitration.

Colombia

There is quoted below a translation of a letter dated July 16, 1937, addressed by the Secretary of the Permanent Delegation of Colombia to the League of Nations to the Secretary General and transmitted by him to the Secretary of State with a circular letter dated July 24, 1937, regarding the acceptance by Colombia of the optional clause of the Statute of the Permanent Court of International Justice:

"Under instructions from my Government, I have the honour to inform you that, in accordance with the terms of circular letter C. L. 153.1936.V of August 27th, 1936, sent by the League Secretariat to the States signatories of the Statute of the Permanent Court of International Justice, notifying them of my Government's decision to supplement its Declaration of January 6th, 1932 regarding the acceptance of the Optional Clause of Article 36 of the Statute of the Permanent Court of International Justice, and thus to correct the involuntary error made when the Declaration was drawn up, the Colombian Government will formally deposit with the Secretariat on October 30th, 1937, the addition to the instrument of ratification of the Statute of the Permanent Court of International Justice and will add the following to the Declaration of January 6th, 1932:

"This Declaration is made with a reservation concerning disputes prior to January 6th, 1932.'"

The British Foreign Office has informed the American Ambassador to Great Britain, in accordance with the provisions of the protocol of signature of the treaty for the limitation of naval armament and the exchange of information concerning naval construction, signed at London on March 25, 1936, of the particulars on the laying down of keels and the completion of certain vessels, as follows:

CONVENTION FOR THE MAINTENANCE, PRESERVATION, AND REESTABLISHMENT OF PEACE 5

Ecuador

The American Minister to Ecuador transmitted to the Secretary of State with a despatch dated August 5, 1937, a copy of the Registro Oficial (no. 545) of July 21, 1937, which contains the text of the instrument of ratification by Ecuador of the convention for the maintenance, preservation, and reestablishment of peace, signed at the Inter-American Conference for the Maintenance of Peace, Buenos Aires, December 23, 1936. The ratification which is dated June 30, 1937, contains the following statement:

"The Republic of Ecuador upon ratifying the previously inserted Convention, declares, with relation to Article 2 of the said Convention, that it admits the consultation as coadjuvant and not excluding the Treaties and Commitments in force, of a private character, whose nonexecution could cause international conflicts."

United States

The American Ambassador to Argentina reported by telegram dated August 27, 1937, that the instrument of ratification by the United States of the convention for the maintenance, preservation, and reestablishment of peace, signed at Buenos Aires, December 23, 1936, was deposited with the Government of Argentina on August 25, 1937.

With a despatch dated August 5, 1937, the American Minister to Ecuador transmitted to the Secretary of State a copy of the Registro Oficial (no. 548) of July 26, 1937, which contains the text of the instrument of ratification by Ecuador of the convention to coordinate, extend, and assure the fulfillment of the existing treaties between the American States signed at the Inter-American Conference
