Haiti The Secretary General of the Permanent Court of Arbitration informed the Secretary of State by a letter dated April 24, 1939, that the Haitian Government has appointed Constantin Fouchard as a member of the Permanent Court of Arbitration to replace Emmanuel Ethéart, deceased. Norway The Secretary General of the Permanent Court of Arbitration informed the Secretary of State by a letter dated April 17, 1939, that the Norwegian Government has appointed Andreas T.
