arms, ammunition, and implements of war to belligerent countries; the prohibition of the transportation of arms, ammunition, and implements of war by vessels of the United States for the use of belligerent states; for the registration and licensing of persons engaged in the business of manufacturing, exporting, or importing arms, ammunition, or implements of war; and restricting travel by American citizens on belligerent ships during war," approved August 31, 1935, as amended February 29, 1936, it was declared that a state of civil strife unhappily existed in Spain and that such civil strife was of a magnitude and was being conducted under such conditions that the export of arms, ammunition, or implements of war from the United States to Spain would threaten and endanger the peace of the United States:

AND WHEREAS section 1 (g) of the said joint resolution of May 1, 1937, provides that

"Whenever, in the judgment of the President, the conditions which have caused him to issue any proclamation under the authority of this section have ceased to exist, he shall revoke the same, and the provisions of this section shall thereupon cease to apply with respect to the state or states named in such proclamation, except with respect to offenses committed, or forfeitures incurred, prior to such revocation."

Now, THEREFORE, I, FRANKLIN D. ROOSEVELT, President of the United States of America, acting under and by virtue of the authority conferred on me by the aforesaid joint resolutions, do hereby proclaim that in my judgment the state of civil strife in Spain described in said joint resolution of January 8, 1937, and the conditions which caused me to issue the said proclamation of May 1, 1937, have ceased to exist, and I do hereby revoke said proclamation of May 1, 1937. Accordingly, the provisions of the said joint resolution of January 8, 1937, and of the said proclamation of May 1, 1937, no longer apply.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the United States of America to be affixed.

FRANKLIN D ROOSEVELT

On April 1, 1939, the Secretary of State announced that in view of the fact that the President had, by proclamation, revoked Proclamation No. 2236, issued May 1, 1937, in regard to the state of civil strife which existed in Spain, and had declared that the joint resolution of Congress approved January 8, 1937, had ceased to apply, the rules and regulations governing the exportation of arms, ammunition, and implements of war to Spain and governing the carriage of armament, arms, ammunition, and implements of war on American vessels engaged in commerce with Spain which were prescribed by the Secretary of State on May 1, 1937, and which were embodied in part VII of the fifth edition of International Traffic in Arms: Laws and Regulations Administered by the Secretary of State Governing the International Traffic in Arms, Ammunition, and Implements of War and Other Munitions of War, ceased to be effective upon the issuance of the proclamation of April 1, 1939.

According to a circular letter from the League of Nations dated April 14, 1939, the instrument of ratification by China of the Protocol for the Amendment of the Preamble, of Articles 1, 4, and 5, and of the Annex to the Covenant of the League of Nations, which was opened for signature at Geneva on September 30, 1938, was deposited with the Secretariat on April 1, 1939.

Latvia-Norway

According to two circular letters from the League of Nations dated March 23 and April 6, 1939, respectively, instruments of ratification of the Protocol for the Amendment of the Preamble, of Articles, 1, 4, and 5, and of the Annex to the Covenant of the League of Nations, which was opened for signature at Geneva on September 30, 1938, were deposited with the Secretariat by Latvia on March 15, 1939, and by Norway on March 29, 1939.

Lithuania

The Swiss Minister at Washington informed the Secretary of State by a note dated March 29, 1939, that the adherence of Lithuania to the Convention Relating to the Treatment of Prisoners of War, signed at Geneva, July 27, 1929, was notified to the Swiss Federal authorities on February 27, 1939. The adherence will become effective for Lithuania on August 27, 1939.

EXCHANGE OF NOTES BETWEEN THE UNITED STATES AND GREAT BRITAIN REGARDING THE ADMINISTRATION OF THE ISLANDS OF CANTON AND ENDERBURY (EXECUTIVE AGREEMENT SERIES No. 145)

This Government and the Government of the United Kingdom issued on August 11, 1938, a joint communiqué regarding the regime to be established for the joint control of Canton and Enderbury Islands in the South Pacific Ocean, and on April 6, 1939, made public the texts of the notes exchanged on that day defining the future administration of the islands.

The texts of the joint communiqué and of the notes are printed in Press Releases, Vol. XX, No. 497, April 8, 1939, pp. 287-289.

According to a circular letter from the League of Nations dated February 2, 1939, the Government of Poland has informed the Secretary General that it has no objection to make regarding the declaration which the Government of Finland proposes to make when ratifying the Convention for Facilitating the International Circulation of Films of an Educational Character, signed at Geneva on October 11, 1933.
