posals which might seem likely to secure general acceptance for the revision of the Act so as to bring it into conformity with present conditions.

8. I am therefore directed to notify you that, availing themselves of the provisions of Article 45 (4) and Article 39 of the General Act, His Majesty's Government in the United Kingdom will continue, after the 16th August, 1939, to participate in the General Act for the Pacific Settlement of International Disputes subject to the reservation that, as from that date, the participation of His Majesty's Government in the United Kingdom in the General Act will not, should they unfortunately find themselves involved in hostilities, cover disputes arising out of events occurring during the war. This reservation applies also to the procedure of conciliation.

9. I am to add that the participation of His Majesty's Government in the United Kingdom in the General Act after the 16th August, 1939, will continue, as heretofore, to be subject to the reservations set forth in their instrument of accession.

There is quoted below the text of the reply received by the Secretary General of the League of Nations from the Netherlands Government regarding the denunciation by Paraguay of the Optional Clause of the Statute of the Permanent Court of International Justice:

THE HAGUE, January 30th, 1939.

I have the honour to acknowledge receipt of your note dated June 20th, 1938 (C. 208.M.114.1938), in which you were good enough to transmit to me a communication from the Government of Paraguay announcing the withdrawal of its declaration recognising as compulsory the jurisdiction of the Permanent Court of International Justice.

While not opposed to the denunciation of the optional clause by Paraguay, the Queen's Government finds itself obliged to formulate every reservation as regards the right of States to denounce treaties. which do not contain a clause to that effect.

Paraguay

By a note dated February 13, 1939, the Chargé d'Affaires of Chile at Washington informed the Secretary of State that on January 10, 1939, the Government of Paraguay deposited with the Chilean Government its instrument of ratification of the General Convention of Inter-American Conciliation, signed at Washington on January 5, 1929, and its instrument of adherence to the Additional Protocol to the General Convention of Inter-American Conciliation signed at Montevideo on December 26, 1933.

According to a circular letter from the League of Nations dated January 28, 1939, the instrument of ratification by Great Britain of the Protocol for the Amendment of the Preamble, of Articles 1, 4, and 5, and of the Annex to the Covenant of the League of Nations, opened for signature at Geneva on September 30, 1938, was deposited with the Secretariat on January 20, 1939.

Latvia

The American Legation at Riga transmitted to the Secretary of State by a despatch dated January 18, 1939, a translation of a law adopted by the Latvian Cabinet of Ministers on January 10, 1939, and published in the Valdibas Vestnesis (Government Herald) No. 11, of January 14, 1939, by which Latvia adopts and confirms the Protocol for the Amendment of the Preamble, of Articles 1, 4, and 5, and of the Annex to the Covenant of the League of Nations, opened for signature at Geneva on September 30, 1938.

French Colonies, Protectorates, and Territories under Mandate According to a circular letter dated January 23, 1939, from the League of Nations the French Government by a declaration received by the Secretariat on January 14, 1939, made known its decision to apply the provisions of the Convention Concerning the Use of Broadcasting in the Cause of Peace, signed September 23, 1936, to the whole of its colonies and protectorates and to the territories placed under its mandate.

Switzerland

According to a circular letter from the League of Nations dated January 12, 1939, the instrument of ratification by Switzerland of the Convention Concerning the Use of Broadcasting in the Cause of Peace, signed at Geneva on September 23, 1936, was deposited with the Secretariat on December 30, 1938.

Iran

The American Legation at Teheran reported by a despatch dated January 12, 1939, that the Iranian Mejliss on December 31, 1938, authorized the adherence of Iran to the rules relating to the use of submarines against merchant vessels in time of war, set out in part IV of the London Naval Treaty of 1930.

ment, the Province of Aden, which participated as a part of India in the Convention for the Amelioration of the Condition of the Wounded and the Sick of Armies in the Field, and the Convention Relating to the Treatment of Prisoners of War, both signed at Geneva on July 27, 1929, was separated from India on April 1, 1937, and that as its status has become that of a British colony, it is to be considered from April 1, 1937, as a party to the said conventions by virtue of the signature and ratification of the United Kingdom, which are binding on all parts of the British Empire not separate members of the League of Nations.

According to two circular letters from the League of Nations dated January 9, 1939, the Procès-Verbal Concerning the Application of Articles IV, V, VI, VII, IX, XII, and XIII of the Convention of October 11, 1933, for Facilitating the International Circulation of Films of an Educational Character, which was opened for signature at Geneva on September 12, 1938, was signed on behalf of Denmark on January 3, 1939, and on behalf of the Union of South Africa on December 28, 1938.

Norway

According to a circular letter from the League of Nations dated February 6, 1939, the Procès-Verbal Concerning the Application of Articles IV, V, VI, VII, IX, XII, and XIII of the Convention of October 11, 1933, for Facilitating the International Circulation of Films of an Educational Character, which was opened for signature at Geneva on September 12, 1938, was signed on behalf of Norway on January 31, 1939.
