convention which entered into force between the United States and Canada on August 13, 1937, retroactively to January 1, 1936. The ruling states: "Inasmuch as Newfoundland is not a Province of Canada, the provisions of the reciprocal tax convention are not applicable to nonresident alien residents of Newfoundland and no refund should be made of the 10 per cent tax withheld." France LABOR CONVENTIONS OF THE INTERNATIONAL LABOR CONFERENCE According to a circular letter from the League of Nations dated February 4, 1938, the ratifications by France of the following conventions adopted by the International Labor Conference at its nineteenth session (Geneva, June 4-25, 1935) were registered with the Secretariat on January 25, 1938: Convention concerning the employment of women on underground work in mines of all kinds; Convention concerning the reduction of hours of work in glassbottle works. NAVIGATION AMENDMENT TO THE INTERNATIONAL LOAD LINE CONVENTION 8 Cuba With a despatch dated February 5, 1938, the American Embassy at London transmitted to the Secretary of State a copy of a note received from the British Foreign Office dated February 3, 1938, stating that the Government of Cuba has accepted the proposed amendment to Annex II (6) (a) of the international load line convention signed at London on July 5, 1930 (Treaty Series, No. 858). Brazil PUBLICATIONS CONVENTION ON INTERCHANGE OF PUBLICATIONS 11 The American Embassy at Rio de Janeiro reported by a despatch dated February 8, 1938, that the Diario Oficial of February 5, 1938, published a decree law (No. 216) approving on behalf of Brazil the convention on interchange of publications signed at Buenos Aires on December 23, 1936. The Brazilian Government has also approved the general radio regulations, the additional radio regulations, the final radio protocol, the telegraph regulations, and the final telegraph protocol annexed to the convention. Portugal There is quoted below the text of a note dated February 5, 1938, from the Portuguese Minister at Washington, transmitting to the Secretary of State a copy of the Diario do Governo of January 10, 1938, which publishes the text of the ratification by Portugal of the telecommunication convention signed at Madrid on December 9, 1932: "I have the honor to enclose herewith a copy of the 'Diario do Governo' of January the 10, 1938, containing the text of the Letters of Ratification by Portugal of the Convention on telecommunications of December the 9th, 1932. "In transmitting to Your Excellency this official gazette and text, the Portuguese Government wish it to be held as their notification to the United States Government of the ratification by Portugal of the said Convention and annex. "Owing to the fact that two governments exist in Spain, one recognized by some Powers, the other recognized by others, while Portugal has for some time severed relations with the former Madrid Government, the Portuguese Government find themselves debarred from the possibility of depositing their ratification on the precise terms of article 6 of the said Convention. They are, therefore, directly and individually notifying all the signatory Governments with which Portugal maintains diplomatic relations." According to information received from the International Telecommunication Union at Bern, notification No. 302, dated February 16, 1938, the Portuguese Government has also approved the general radio regulations, the additional radio regulations, the telegraph regulations, and the telephone regulations, annexed to the international telecommunication convention. Rumania According to the notification of February 16, 1938, from the International Telecommunication Union at Bern, the Rumanian Government by a telegram of the same date notified the Union that it had ratified the international telecommunication convention signed December 9, 1932, together with the regulations and annexes thereto. Cuba NORTH AMERICAN REGIONAL BROADCASTING AGREEMENT 13 The Cuban Chargé d'Affaires at Washington informed the Secretary of State by a note dated February 18, 1938, that the instrument of ratification by Cuba of the North American Regional Broadcasting Agreement signed at Habana on December 13, 1937, was deposited with the Ministry of State of Cuba on January 12, 1938. INTER-AMERICAN RADIOCOMMUNICATIONS CONVENTION 13 Cuba By a note dated February 18, 1938, the Chargé d'Affaires of Cuba at Washington transmitted to the Secretary of State a notification from the Cuban Government of the deposit of its instrument of ratification of the inter-American radiocommunications convention signed at Habana on December 13, 1937.
