Good morning. This hearing will inaugurate our appropriations hearings for the fiscal year 1995 cycle. I am delighted to welcome to the Committee the Secretary of Transportation to be our lead-off witness. I am also delighted that this year's cycle occurs in what I might say is sort of a comfortbuilt framework that we all didn't have last year, as we were sort of pulling things together from bits and pieces. It is nice to have you here. I also want to welcome the Assistant Secretary for Budget and Programs, Louise Stoll, as well. Mr. Secretary, your statement will be included in the record in full, and now, if you will, I would ask you to summarize your remarks and then we will get right to questions. Secretary PEÑA. Thank you, Mr. Chairman. Good morning, members of the Committee. Let me also introduce Gene Conti, who is here with us this morning who is a deputy to Louise; and Kathy Collins is here also, and Rodney Slater, our Federal Highway Administrator. He must have a particular interest in what I am going to say this morning. First of all, Mr. Chairman, and members of the Committee, let me start by thanking you for the very quick response that you provided in allowing the administration and the government to respond quickly to the Los Angeles earthquake. We are continuing to work very closely with Los Angeles, but I must say that the very quickness with which this Committee responded to that request is very much appreciated. I would like to formally submit my comments for the record, Mr. Chairman, but let me, as you suggested, summarize as quickly as I can, because I know the Members have many questions about the 1995 budget, the general approach that we took in putting the 1995 budget together and then talking about some of the priorities in the budget.
