of the Federal Communications Commission. The responsibility for allocating frequencies for the Federal Government is in the hands of the President. This dual jurisdiction, it is suspected, has resulted in an inefficient and often wasteful use of radio frequencies. It has been the purpose of our committee to bring about by legislation unified control over the radio spectrum much the same way that unified control over air space used for civilian and military flying has been placed in the hands of a single agency-the Federal Aviation Agency. I have personally been urging President Kennedy, and before him President Eisenhower, to take an interest in this matter and to establish in the Executive Office of the President, the position of a Director directly responsible to him who would discharge continuing responsibilities with respect to the management of the radio spectrum. The establishment by President Kennedy of the position of the Director of Telecommunications Management has been a step in that direction. However, instead of making the Director responsible directly to the President, Executive Order 10995 has placed the Director within the Office of Emergency Planning, although the functions of the Director and those of the Office of Emergency Planning are quite separate and apart. The position of Director of Telecommunications Management is held by Dr. Irvin Stewart, a former Commissioner of the Federal Communications Commission and former president of the University of West Virginia. Dr. Stewart is highly esteemed by all those who know him. He is well qualified, indeed, by training and experience, to discharge the duties of the Director and he has cooperated in every way with our committee in discharging his important duties. It is my sincere hope that Dr. Stewart will be permitted to function as effectively as possible and that through his efforts a more efficient utilization of the radio spectrum will be brought about. Improved efficiency is imperative both from the point of view of private users and from the point of view of the Federal Government. I have been assured by Dr. Stewart that the amount of $118,000 (including supplemental appropriations) requested by him constitutes the absolute minimum amount necessary in order to insure effective operations. It is my hope that your subcommittee will take note of the interest of our committee in the operations of the Director and will give careful consideration to the appropriations requested for the Director of Telecommunications Management.
